New Public sector Director appointed at PMCG

PMCG welcomes George Jerenashvili as its new director of Public Sector Consulting projects. His diverse career path to this point has included many interesting roles. Prior to joining PMCG, he was Head of the Audit Department at the State Audit Office of Georgia. In 2011, Mr. Jerenashvili took part in the International Auditors Fellowship Program in U.S. Government Accountability Office (GAO). Earlier, in 2007 – 2008, he gained extensive working experience in managing various international projects while working for local business organizations. Before moving into the business sector, Mr. Jerenashvili worked as a Financial Specialist at the United States Embassy in Georgia, where he was named employee of the year in 2007.
PMCG participated in the Georgian Parliament's Donor Coordination Workshop

On 15th of February, PMCG took part in the Georgian Parliament's Donor Coordination Workshop.The workshop was primarily driven toward introducing and sharing information on key directions of parliamentary assistance and ensuring coordination between all stakeholders to promote effective and results-oriented support to the parliamentary reform process.The representatives of different donor and implementing organizations engaged in parliamentary strengthening initiatives during the workshop and the meeting was also attended by representatives of the Parliament, Foreign Embassies, and International and Civil Society Organizations.PMCG was the only company from the private sector present at the workshop and Mr. George Jerenashvili, Public Sector Consulting Director at PMCG introduced the company's past achievements, future priorities and ongoing project activities in the field of capacity building and institutional support for the Parliament of Georgia. During the presentation the Budget Oversight & Institutional Needs Assessment Project funded by Westminster Foundation for Democracy and Program Budgeting trainings and the development of the handbook for the Parliament of Georgia within UNDP program "Strong Parliament in Consolidated Democracy" – were all highlighted. At the end of the workshop, Mr. Jerenashvili introduced upcoming activities related to the institutional needs assessment of the Parliament of Georgia. PMCG is planning to carry out an assessment of the parliament within regard to the four main functions of parliament; the legislative function, the oversight and accountability function, the budget scrutiny function and the representative function. Mr. Jerenashvili had to field various questions following the announcement, which had stimulated great interest among the other attendees in the auditorium.The meeting concluded with commentaries and discussion while some agreements on future mechanisms for effective coordination were also made.
PMCG works on the simplification of Georgian Tax Code and relevant legal system

The "Simplification of Tax Code" project has been launched by PMCG, under the USAID Economic Prosperity Initiative program (EPI). The project aims to assist the Ministry of Finance of Georgia and its State Revenue Service to simplify tax legislation, to support the operation of businesses and increase the effectiveness of tax administration.Ultimately, the objective of the project is to improve and simplify the tax and customs administration process in Georgia, by increasing self-compliance and decreasing ambiguity, double interpretation and frequent changes made to the Tax Code. PMCG's consultants work closely with the official working group at the Ministry of Finance to identify problematic/priority areas of the Tax Code, including conducting working meetings with taxpayers and business associations. PMCG will train civil servants in the regions

PMCG, within the scope of USAID Good Governance in Georgia (G3) program, started providing capacity development assistance, primarily delivering training sessions for civil servants in cities and municipalities. The project aimed to develop knowledge and skills in the several areas of municipal management and governance and to evaluate and report on capacity development results. PMCG trainers provided training sessions which covered different areas of local government public management and governance, in particular: Strategic planning for city/municipal government departments; Procurement management; Project design, management, and evaluation; Asset management; Media relations; Internal auditing and project auditing; Legal drafting; Design and management of municipal web portals; Managing IT assessments, designing strategies and capacity development plans; Investor relations for cities and municipalities. Handbook on Budget System of Georgia

PMCG, within the frames of the UNDP funded project "Consultancy/Training Services in Budgetary Oversight and Programme Budgeting to the Parliament of Georgia", has developed the Handbook on the Budget System of Georgia. The handbook aims to assist the members and staff of the parliament to exercise their budgetary oversight function. The handbook provides information on the budgetary system in Georgia, the recent reforms in this field and the parliament's role in the budgetary process. It was distributed to new MPs and staff before the discussion of the budget of Georgia 2013 to support them in effective scrutiny of the draft budget law. The handbook is written in easily understandable language emphasizing on principles and policy related issues to ensure effective understanding of the complex process of budgeting and facilitate informed policy decisions, to make it helpful for anyone interested in the budget system of Georgia regardless of their educational background. PMCG Evaluates Regional Statistics

PMCG under the GIZ support started to evaluate Regional Development related statistics in Samtskhe-Javakheti (S-J) region which could be applied to other regions as well. The purpose of this evaluation is to identify what kind of statistical data has to be produced by Geostat regional office (and other authorities) in regions to measure the progress of Regional Development Strategy implementation.In order to support the development of an adequate statistical data for regional development in Samtskhe-Javakheti (SJ), PMCG will identify and list up those indicators which are necessary to have for the information-based elaboration of the regional development strategy of SJ and monitoring of the implementation / achievement of the objectives of the regional development strategy, as well as analyze the availability of the necessary data and accordingly, make recommendations regarding the data collection.As a result of the study, PMCG will develop analytical report, which will provide analytical overview of legal framework, division of responsibilities and recommendations on the selected region. PMCG is Working on Doing Business Reforms in Mongolia

PMCG in cooperation with CHEMONICSINTERNATIONAL Inc. started to provide technical assistance to the Mongolia Business Plus Initiative (BPI), USAID project. The main goal of the project is to improve Mongolia’s business environment. PMCG’s participation will be focusing on at least three indicator areas under the World Bank Doing Business survey, supporting Mongolia‘s aspiration to improve its business environment, legal framework, and institutional systems. The technical assistance provided will be one of several instruments utilized by the BPI project to achieve significant results in the various areas of interventions under its three focus areas: Licensing and Permissive System; Tax System, and Customs Administration. Assistance from PMCG will be based on the experience and success of the countries in region of Eastern Europe and Central Asia. Notably, Georgia’s reforms in this area were significant. PMCG Evaluates Performance of the USAID Energy Project

  PMCG, as a subcontractor of the US based consulting company AMEX, evaluates mid-term performance of the New Applied Technology Efficiency and Lighting Initiative (NATELI) Project. The NATELI is USAID financed activity and its objective of the program is to promote energy efficiency to the Georgian public and business sectors, and to design financial, technical, and operational frameworks to foster the development and implementation of energy efficiency projects.Mid-term performance evaluation project aims to assess the extent to which the intended results of the project have occurred, what was the effect of NATELI’s energy efficiency interventions on targeted sectors and/or communities and how sustainable different interventions were. The evaluation will also look at the major impediments to achieving some of the results, and how the interventions and results are perceived by beneficiaries.   More information on this project is available on this link
PMCG has Launched Sectoral Study in Samtskhe-Javakheti Region

PMCG launched a GIZ funded project “Four Sector Working Papers for theSamtskhe-Javakheti Regional Development Strategy Working Groups”. It aims to support Samtskhe-Javakheti Regional Development Council Working Groups to collect information and prepare relevant development working documents. Sector Working Groups are operating in the following key development priorities: (1) Regional Economy; (2) Agriculture; (3) Social Sector; and (4) Sustainable Natural Resource Management and Environment Protection. PMCG will collect and analyze all necessary data and prepare relevant working documents which will contain the most up-to-date information and serve as a basis for the Working Group’s further plans and activities to develop high quality and realistic regional development strategies   More information on this project is available on this link:
PMCG will Train Parliament Members and Staff in Programme Budgeting

PMCG has launched provisioning Consultancy/Training Services in Budgetary Oversight and Programme Budgeting to the Parliament of Georgia. The project will be implemented within the UNDP Project “A strong Parliament in a Consolidated Democracy”. The project focuses on supporting the Parliament to improve its skills and capacities in a better scrutiny of national budget, as well as reinforcing its representational function and raising awareness of the public on the on-going reforms in the area of public finance management. The overall objective of the assignment is to provide technical assistance to the staff of the Parliament, Member of Parliament and representatives of NGO and media sector involved in financial oversight process and increase their capacities in financial oversight and program based budgeting.
