Aleksi Aleksishvili
Chairman, CEO

Aleksi Aleksishvili, Chairman and CEO at Policy and Management Consulting Group (PMCG), has 20 years of working experience in the public finance and economic development policy sector as a high-level government official and the government adviser responsible for budget and financial policy, tax and customs policy reform, business climate improvement and doing business environment.

While working as Minister of Finance of Georgia between 2005 and 2007, he successfully conducted a series of reforms in the domains of public finance, tax and customs policy and administration as well as economic deregulation and liberalization domains. Notably, Georgia was ranked by the World Bank “Doing Business” survey as the world’s top reformer country in 2005-10. Similarly, Georgia also rose from 132nd place to 18th in the ranking of “Ease of Doing Business” by the World Bank between 2004 and 2007.

As Minister of Finance, Aleksishvili conducted reforms in public finance management and tax and customs. As a result of comprehensive policy reforms, Georgia’s GDP growth rate in 2005-2007 reached over 10% on average (2005 - 9.6%, 2006 - 9.4% and 2007 - 12.3%) while the country’s FDI increased from USD 250 million in 2004 to USD 2.1 billion in 2007.

Aleksishvili has accumulated exceptional knowledge of development challenges. As the Chairman of the United Nations Commission of Sustainable Development (2005-2006), he has addressed issues related to energy, climate change, air pollution and industrial development, successfully adopted by the Commission and UN General Assembly.

Aleksishvili is a member of the Caucasus and Central Asia Advisory Group (CCAG) of the International Monetary Fund’s (IMF) Middle East and Central Asia Department (MCD). He has advised numerous governments of countries such as Albania, Mongolia, Kosovo, Mozambique, Afghanistan and Kyrgyzstan to enhance their respective business enabling environments by providing valuable assistance and delivering specialized experience of a transitional country.

 

Tamar Japaridze
Executive Director

Dr. Japaridze is an Executive Director at PMCG, responsible for strategic management, managing daily operations, financial management, and project implementation. 

She brings with her an impressive 17 years of sound experience in management of public and private institutions, organizational development, fundraising, quality assurance and coordination with international development institutions. 

Dr. Japaridze previously held the position of Director at the Academy of the Ministry of Finance of Georgia, responsible for organizational strategy and implementation of strategic goals, acquisition of funds, quality assurance, and enhancing the academy’s role in the successful implementation of the reforms launched by the Ministry of Finance of Georgia. 

Besides the public sector, she has also worked for international development organizations, such as United Nations, where, as a Humanitarian Affairs Officer at the Regional Office for Caucasus and Central Asia, Dr. Japaridze oversaw coordination between UN operational agencies, non-governmental organizations, and local authorities. Moreover, she has assisted countries in the preparation, implementation and monitoring of their humanitarian work plans. 

Dr. Japaridze has a strong academic pedigree. She holds a PhD, Master’s degree and Bachelor’s degree in Oriental Studies from Javakhishvili State University, and a Master’s degree in International Development from Western Michigan University. She is fluent in Georgian, English, and Russian, and competent in Arabic too.

David Lezhava
Public Policy Sector Director

Mr. David Lezhava is Public Policy Sector Director at PMCG, and has 20 years of professional working experience in the fields of public finance and economic development, regional development, social policy, and energy policy.

As Public Policy Sector Director, he is responsible for managing PMCG’s public policy project portfolio, fundraising and collaboration with partners, clients and international development organizations, as well as development and implementation of the company’s strategy.

Prior to joining PMCG’s management, Mr. Lezhava worked as a National Project Manager on UNDP’s project “Support to Rural Development in Georgia” where he ensured effective implementation of the project.

In addition, during his time as Deputy Minister of Finance of Georgia, he handled international relations, fiscal forecasting and analytical work, and public debt management process.

Mr. Lezhava enriched his expertise in coordinating relations between international organizations and the Georgian government, while working as Advisor to the Executive Director at the International Monetary Fund, in Washington D.C. where he represented the interests of Georgian authorities, facilitated IMF program implementation in Georgia, and reviewed IMF policy documents.

As a Chief Economist, Head of Research Division, and Member of the Monetary Policy Committee at the National Bank of Georgia, Mr. Lezhava led the creation of economic models for macroeconomic forecasts and played key role in monetary and foreign exchange (FX) policy decision making.

Along with his diverse experience, Mr. Lezhava has a strong academic background. He holds a master’s degree in Development Economics from Williams College (USA) and a candidate’s degree in Physics from The Academy of Science of Georgia. He is fluent in Georgian, English and Russian.

Zviad Kharebava
Business Sector Consulting Director

Dr. Kharebava is Business Sector Consulting Director at PMCG. Benefiting from 15 years of impressive experience, he plays crucial role by expanding the company’s business sector portfolio. He joined the company in 2013 and has since brought valuable partners to PMCG through supporting key clients in infrastructural, hydro power and agricultural projects by providing plans of business development, fundraising and investment.

His vast expertise in this field allows him to coordinate mergers and acquisitions, market entry and strategic development processes at a high level.

He previously held the position of General Director at Sakhydroenergomsheni Inc. supervising rehabilitation works on Enguri Georgia’s largest hydro power plant, funded by EBRD. Dr. Kharebava also managed the construction and rehabilitation works of water supply and gas pipeline systems, as well as riverbank fortification and tunnels. As CEO at Kala Capital LTD, he was identifying investment opportunities in real estate, energy and financial sector development, negotiating with equity partners and financial institutions to obtain investment for project implementation.

Away from the private sector, Dr. Kharebava has gained important experience in the public sector. As Advisor to Prime Minister of Georgia on Economic Issues he worked with the relevant ministries on developing economic reforms focused on business environment development in Georgia. Consequently, and after overseeing the privatization process, the World Bank reports on “Doing Business” named Georgia as the fastest reforming country in the world.

Dr. Kharebava gathered in-depth knowledge and experience of simplifying licensing procedures, standardization and certification regulation and in coordinating the Poverty Reduction Program in Georgia during his time serving in the position of Director of Economic Policy Departments at the Ministry of Economic Development of Georgia (MoED).

His academic background is similarly impressive. Dr. Kharebava holds a BS and MS in Applied Mathematics from Georgian Technical University (Tbilisi, Georgia), is an Aspirant from A. Razmadze Mathematics Institute of the Georgian Academy of Sciences (Tbilisi, Georgia), and has earned an ME and PhD from North Carolina State University (Raleigh, NC, USA). He is the author of six publications and has won numerous international grants and awards.

Zaza Broladze
Non-Executive Board Member


Mr. Broladze (PMP) boasts around two decades of impressive experience in top management positions and has sound experience of working with international organizations and government institutions.

He has joined the company as a Public Sector Consulting Director in 2008 and managed to gain and successfully implement the projects funded by international organizations, having crucial importance for the development of the fields like tax system of Georgia, pension system, state audit and procurement system, as well as regional policy development in various directions.

Mr. Broladze has a rich experience of working with the international organizations and government institutions. He has served the country of Georgia as a Deputy Minister at the Ministry of Defense of Georgia one of the largest institution in the country, where he was responsible for the financial management and procurement departments.

Apart of the Ministry of Defense, Mr. Broladze has successfully worked for the Ministry of Finance and Tax Revenues of Georgia. He has also worked as a monetary economist at International Monetary Fund Resident Office in Georgia and occupied the chairman position at Department of Statistics of Georgia.

Along with the diverse experience Mr. Broladze has respectful academic background. He owns MS in Macroeconomics from Javakhishvili Tbilisi State University (Tbilisi, Georgia) and in Policy Economics from University of Illinois (Urbana Champagne, IL, USA) and masters certificate in Project Management, from the George Washington University, School of Business.

Lasha Meskhia
Business Development Director

Mr. Lasha Meskhia is a Business Development Director at PMCG. He is in charge of: project management; strategic plan, action plan and business expansion strategy development; new market and product opportunities identification; product development; management of company representatives in various locations; and strengthening the management processes and procedures of the company.

He joined the company in 2008 and since then has accumulated extensive experience in public finance management and institutional building and capacity development projects, dealing with the structural units of the Georgian public sector, as well as analyzing institutional gaps and elaborating institutional reform plans.

Mr. Meskhia holds a master’s degree in Economics from the International School of Economics at Tbilisi State University and two bachelor’s degrees, one in Finance and Banking and the other in Jurisprudence, both from Tbilisi State University. He is fluent in Georgian, English and Russian.

Giorgi Khishtovani
Research Director

Dr. Giorgi Khishtovani is a Research Director at PMCG. He has more than 10 years of professional working experience in public, private and non-governmental sectors in Georgia and abroad. Before joining PMCG, Dr. Khishtovani worked as the Deputy Dean of Faculty of Business Administration and Economics at Tbilisi State University (2009-2011), as a Research Fellow at the University of Bremen (2011-2014), as the Head of Research at the Institute of Development of Freedom of Information (IDFI) (2015-2016) and as the Head of Department of Grants and Programs Administration at the National Science Foundation of Georgia (SRNSF) (2015-2017).

Dr. Khishtovani has extensive experience as a researcher, trainer, consultant and project manager within the framework of various international projects conducted by the World Bank, the European Union, the Council of Europe, UNDP, GIZ and the Federal Foreign Office of Germany.

Dr. Khishtovani also has a strong academic background. He holds a PhD degree in Economics from the University of Bremen (Germany). His PhD thesis covered the topic of the transformation of governance structures in Georgia between 2003 and 2012. Dr. Khishtovani also holds an LLM degree from the University of Trier (Germany), a Master of Science degree (MSc) in Economics and Social Sciences from the University of Trier (Germany) and a Bachelor’s degree in Business and Law from the Georgian Technical University. Currently, Dr. Khishtovani is an Associate Professor and Head of Department of Finance at the Business School of Ilia State University.

Larry Dershem
Practice Lead, Monitoring and Evaluation (M&E)

Mr. Dershem is a Practice Lead in Monitoring and Evaluation (M&E) at PMCG. He is a research and program evaluation professional with over 30 years of working experience. His areas of expertise include quantitative & qualitative research, personal exchange and interorganizational networks, household and community studies, program evaluation design, and international community development.

He is experienced in the design of social and behavioral surveys, research for program development, design and oversight of program evaluations, as well as in capacity-building of local staff in design, monitoring, evaluation, and research methods and techniques.

For 14 years, he held the positions of Senior Advisor in Research & Evaluation, and Design, Monitoring & Evaluation Advisor at Save the Children, and was responsible for 11 Country Offices in the Middle East and Eurasia Region.

Mr. Dershem is a member of various professional organizations, including the American Evaluation Association, and has authored a number of books, papers, and publications.

Mr. Dershem holds a PhD in Rural Sociology and a master’s degree in Community Development (both from the University of Missouri-Columbia), and a bachelor’s degree in Biblical Literature from Ozark Christian College, Joplin. He is fluent in English, and Bilsama (of the Solomon Islands), and is competent in Russian and Georgian.

Ivane Tavadze
Practice Director, Institutional Capacity Building, Monitoring and Evaluation

Mr. Ivane Tavadze is a Practice Director in Institutional Capacity Building, Monitoring and Evaluation at PMCG.

He joined the company in 2012 and has since enhanced the institutional and human capacity of various organizations from both the public and private sectors of countries in transition by assessing and analyzing their individual and institutional performance factors.

Prior to joining our team, Mr. Tavadze held the position of Deputy Director at Evaluation and Management Consulting (EMC), where he facilitated strategic planning processes and the development of performance measurement tools in non-governmental organizations and public agencies. He also worked as Program Director at the Georgian Evaluations Association (GEA).

In addition, he enriched his expertise in coordinating capacity building, grants-giving and citizen empowerment initiatives for civil society development in Georgia while working for Horizonti, the Foundation for the Third Sector.

Besides the private and non-governmental sectors, he has also accumulated invaluable experience while serving as Deputy Head of the International Relations Department at the Georgian Constitutional Court.

Therefore, Mr. Tavadze is a high-profile professional with 25 years of extensive knowledge of the legal, institutional and cultural context of the region, and is also internationally recognized as a Certified Performance Technologist (CPT) by the International Society for Performance Improvement (ISPI).

Mr. Tavadze holds a master’s degree and a bachelor’s degree in International Law from Tbilisi State University. He is fluent in Georgian, English and Russian.

Ambassador Kenneth S. Yalowitz
Non-Executive Director

Ambassador Yalowitz is a highly experienced and respected diplomat with an in-depth understanding of countries in transition.

He occupies the position of Director of the Conflict Resolution M.A. Program at Georgetown University (Washington, DC). In addition, he is also a Global Fellow at the Woodrow Wilson Center in Washington, DC which aims to unite preeminent scholars and experts to research relevant topics focused on connecting academia and public policy. In 2009, he was invited to join the American Academy of Diplomacy, and in 2011 he was elected as a member of the Council on Foreign Relations.

From 2003 to 2011, after retiring from the U.S. Department of State, after a 36-years career as a diplomat and member of the Senior Foreign Service, Ambassador Yalowitz led the Dickey Center for International Understanding at Dartmouth College as its Director.

He served as the U.S. Ambassador to the Republic of Belarus from 1994 to 1997, and to Georgia from 1998 to 2001. Ambassador Yalowitz has also worked in Moscow, The Hague, and Brussels under the US Mission to NATO.

Ambassador Yalowitz has won a number of awards for conflict prevention, and was chosen for the Ambassador Robert Frasure award for peacemaking and conflict prevention for his work to prevent the spilling over of the Chechen war into Georgia.

Max Van Der Sleen
Non-Executive Director

Mr. Van Der Sleen has over 40 years of professional consulting experience across 50 different countries in Europe, Africa, the Middle East and Asia.

He occupied the position of CEO and Chairman of the Board of Management at Ecorys Netherlands, where he was primarily responsible for leading the development of the company’s strategy, operational performance, market renewal, and product innovation. By elaborating and implementing meaningful policies, Mr. Van Der Sleen significantly contributed to the company’s overall international advancement.

Over the decades, Mr. Van Der Sleen has worked for the Netherlands Economic Institute, where he enriched his expertise in port infrastructure, rural development, environmental protection, water infrastructure and economic cooperation policies.

In 2013, Mr. Van Der Sleen founded the True Welfare Foundation, focusing on top business and society leaders, whose decisions determine how private and public enterprises, financial institutions, governmental organizations and civil society & consumer organizations will develop in the coming years. The Foundation ensures the maximization of material welfare and the safeguards society’s well-being.

To complement his long and diverse experience, Mr. Van Der Sleen also has a strong academic background. He holds two master’s degrees, one in Development Economics and International Development from the University of East Anglia, and the other in Social and Institutional Economics from the University of Groningen. He is fluent in Dutch, English and German and competent in French.

Shigeo Katsu
Non-Executive Director

Since December 2010 Shigeo Katsu has served as President of the Nazarbayev University in Astana, Republic of Kazakhstan, a national university founded in June of the same year, designed to serve as the country’s flagship academic institution with aspirations to become a global level research university.

Prior to this appointment, Mr. Katsu worked for three decades at the World Bank: he joined the World Bank as a Young Professional in 1979, and soon was assigned to the West Africa Region as an infrastructure economist, then in 1985, as the Bank’s Resident Representative in Benin. Between fall 1989 and end 1991, Mr. Katsu was seconded to the Export-Import Bank of Japan as Deputy Director, Country Economic Policy Analysis Department. Following successive assignments in the China Department (responsible for enterprise and financial sector reforms, 1992 - 1995), Côte d’Ivoire (as Country Director, 1995-1999), and the Europe and Central Asia Region (Regional Director, Operations and Strategy, 1999-2003) he became Vice President of the ECA Region, in which position he served for six years followed by a short stint as Special Advisor to the Managing Directors before retirement in December 2009.

In addition to the above, during 2010 - 2011, Mr. Katsu consulted with the Asian Development Bank and the World Bank, advised governments, and collaborated with think tanks and not-for-profit organizations. During 2011-2012 Mr. Katsu served as the chair of the US Board of Restless Development, an international NGO that focuses on Youth development and mainstreaming of the Youth Agenda in national development strategies mainly in the African continent. He still is member of the board.

Mikheil Janelidze
Sector Lead, Trade Policy

Mr. Mikheil Janelidze is a Sector Lead in Trade Policy at PMCG. He has a proven history of success in the field of international affairs and economic development with an exceptional mix of public and private sector experience on international fora.

While working as Vice Prime Minister and Foreign Minister of Georgia between 2015 and 2018, Mr. Janelidze helped to deepen the country’s ties with the United States, the European Union (EU), Western and Central Asian states, as well as Japan, India and China, resulting in strengthened economic and security cooperation, enhancing Georgia’s economic integration with the largest regional and world economic powers. During this time, Georgia became the leader of the EU’s Eastern Partnership program and strengthened its trade and security ties with the United States and NATO, concluded a free trade agreement with China, launched negotiations on a bilateral investment treaty with Japan, and started free trade exploratory talks with India. Meanwhile, during this period, Georgia also took a leadership role in the process of implementing Sustainable Development Goal #16, established by the United Nations (UN), and chaired the Open Government Partnership (OGP).

In 2011-2015, Mr. Janelidze served as Vice Minister of Economy and chief trade negotiator of Georgia. Here, he successfully negotiated the Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU that resulted in the upgrading of Georgia’s trade policies. He also actively participated in the development and implementation of enterprise and SME development mechanisms. During this period, Georgia strengthened its relations with international donors and international financial institutions (IFIs), and augmented investments in sustainable development, clean energy, and transport infrastructure.

Prior to taking on these high-profile public roles, Mr. Janelidze worked in the private sector as a manager and an entrepreneur in business development and management consulting, primarily focused on international trade and investment.

Mr. Janelidze has a strong academic background, as he holds an MBA in Global Management from the Grenoble Graduate School of Business, and a bachelor’s degree in International Relations from Tbilisi State University. He has also completed an executive program entitled “Artificial Intelligence: Implications for Business Strategy” from Massachusetts Institute of Technology (MIT) Sloan School of Management. Meanwhile, Mr. Janelidze is fluent in Georgian, English, and Russian, and intermediate in German.

Irina Tserodze
Senior Consultant, Education and Skills Development

Ms. Irina Tserodze is a Senior Consultant in Education and Skills Development, with a proven track record of more than 15 years in the public and private sector.

While working as the Deputy Head and later as the Head of the Vocational Education Development Department at the Ministry of Education, Science, Culture and Sport of Georgia she has coordinated, implemented, and monitored the Vocational Education Reform Strategy in line with the socio-economic priorities of the country. During the last six years, she has contributed to the introduction of public-private partnership in education, quality improvement and, internationalization of the education sector, as well as the development of target-oriented educational services and improved access to education for rural populations. 

Ms. Tserodze has a strong background in international development. As part of USAID- and USDA-funded projects as well as the United Nations Development Programme (UNDP), she has supported capacity-building initiatives for professional groups in rural Georgia.

She has also served on the Board of Directors at the European Training Foundation (ETF). Her extensive experience and well-rounded skillset have also been put to good use in the Millennium Challenge Corporation’s Industry-Led Skills Development Program, while for the EU Delegation to Georgia she has evaluated proposals aiming to develop vocational education in Georgia.

Ms. Tserodze holds a master’s degree in Public Administration from the Georgian Institute of Public Affairs, and a bachelor’s degree in Philosophy from Tbilisi State University.

Shalva Khutsishvili
Sector Lead, Rule of Law and Security Policy

Mr. Khutsishvili is a sector lead in rule of law and security policy, with more than 17 years of invaluable experience in the field, gathered serving high-level positions in the public sector and collaborating with international development organizations.

While working as Acting Head and the First Deputy Head at the Emergency Management Service under the Prime Minister`s Office (now a unit under the Ministry of Internal Affairs of Georgia (MIA), which carries out nationwide emergency prevention, mitigation and elimination) he has contributed in development and implementation of the reforms in Civil Protection System of Georgia.

He has unique experience of working on the development of the law enforcement system as Deputy Minister and Parliamentary Secretary at the MIA, entailing a portfolio of reforms and development, police education, legal affairs, international relations and an analysis system. While working at the MIA, he played an active role in spearheading various reforms and institutional development projects for the Georgian police force. As Chairman of the Interagency Council on Combating Organized Crime he contributed to the elaboration of the 2017-2020 National Strategy of Combating of Organized Crime and the drafting of a new raft of anti-organized crime legislation.

Throughout his career, Mr. Khutsishvili accumulated a number of vital reforms on his account. Prior to joining PMCG’s team, he served as Senior Expert in Public Security at the Office of Public Defender (Ombudsman) of Georgia.

Mr. Khutsishvili holds a master’s degree in Comparative Constitutional Law from the Central European University, and the same degree as a lawyer from Ivane Javakhishvili Tbilisi State University.

Otar Sabashvili
Senior Consultant, Agriculture Business

Mr. Sabashvili is a Senior Consultant in Agriculture Business at PMCG. In parallel he occupies executive director position at Agro Business Management Group, spin-off PMCG, developing Advisory, Financial and Operational Management services for the local and foreign investors.

A variety of the successful projects implemented under his leadership together with the academic background formed Mr. Sabashvili as an expert of the agricultural field. His name is linked with the creation of the biggest vegetable storage and processing facility in Georgia.

Mr. Sabashvili used to play the role of the bridge between local and foreign investors. He has built up one of the most successful brands of Georgian wine, managed to export its products in 7 countries (Germany, UK, and Netherlands) and gained investment of 10 million USD for the brands development.

Mr. Sabashvili holds MBA from European School of Management (ESM) and Bachelor Degree in International Economic Relations from Iv. Javakhishvili Tbilisi State University. He is a leader of the Intellectual Club “What? Where? When?” and holds the honorary “Crystal Owl” for the most intellectual club member of the season.

Zurab Jikia
Consultant, Water Infrastructure Management

Mr. Zurab Jikia, Consultant in Water, Wastewater and Solid Waste Sector at PMCG, is a high-profile professional with sound experience in the field. He is responsible for managing and coordinating components of projects dealing with urban water infrastructure.

Prior to joining our team, Mr. Jikia occupied the position of Hydrologist Engineer at Water and Environmental Engineering Group (GEAMA) in Spain, where he focused on providing research and consultancy in the field of studying the urban and natural cycle of water. He has also accumulated comprehensive experience in managing various donor-funded projects in communal infrastructure, waste water management, storm water management, water treatment, and water contamination. 

Mr. Jikia has a strong academic pedigree. He is a PhD candidate in Civic Engineering from the University of A Coruna. He also holds master’s and bachelor’s degrees in Hydrology, Hydrogeology and Engineering from Tbilisi State University. Mr. Jikia is fluent in Georgian, English and Russian, and competent in Japanese and Spanish as well.

Roni Kvatchadze
Consultant, Energy, Environment and Finance Management

Mr. Roni Kvatchadze is an Energy, Environment and Finance Management Consultant at PMCG.

He is responsible for planning and implementing projects related to the waste management and energy sectors, for fundraising and collaborating with partners, clients and international development organizations, as well as anticipating, analyzing and managing the company’s diverse policy issues and campaigns in these spheres.

Through his 10-year career to date, he has accumulated invaluable experience. Mr. Kvatchadze previously held the position of Private Sector Development Specialist at the Caucasus Environmental NGO Network (CENN), primarily focusing on conducting a comprehensive analysis of recycling sector, researching the needs of private recycling and aggregation companies, and identifying the marketing and sales channels for recycled products.

He also occupied the position of Chief Specialist at the Ministry of Energy of Georgia, where his responsibilities included analyzing various data and accordingly elaborating inclusive policies and strategies in the energy sector. Moreover, Mr. Kvatchadze worked for the State Audit Office (SAO) of Georgia, where he conducted several performance audits in the forestry and waste management sectors.

Mr. Kvatchadze also has a strong academic pedigree. He is a PhD candidate in Economics, and already holds a master’s degree from the International School of Economics (ISET), and a bachelor’s degree from Tbilisi State University. He is fluent in Georgian, English and Russian languages.

Aleksandre Chkhikvishvili
Consultant, Public Procurement

Mr. Aleksandre Chkhikvishvili, who serves as a Public Procurement Consultant at PMCG, is a high-profile professional with more than 20 years of experience in the field.

He has contributed significantly to development in the public procurement sphere while providing valued expertise to different donors, consulting companies, and state agencies, such as the UNDP, GIZ, the To Do Club, the Centre for International Migration and Development (CIM), and the State Procurement Agency of Georgia.

Mr. Chkhikvishvili also serves as a Managing Partner of the commercial e-procurement and e-sales platform – Etenders.ge – where he is in charge of company management and its expansion strategy development.

Meanwhile, he also delivers trainings in procurement-related issues for different target groups at the Academy of the Ministry of Finance (MoF) of Georgia.

Mr. Chkhikvishvili holds a master’s degree in Economics from Johannes Gutenberg University of Mainz (Germany), and two bachelor’s degrees, one in State and Industrial Economics from the same university, and the other in Engineering Economics from Tbilisi State University. He is fluent in Georgian, German, English and Russian.

Mikheil Kukava
Consultant, Public Financial Management (PFM)

Mikheil Kukava, Senior Consultant in Public Financial Management (PFM) at PMCG, is a high profile professional with more than 10 years of experience in the field. His areas of expertise include advising on program budgeting, public procurement, internal audit, the wider Public Financial Management, a wide range of economic policies, healthcare, etc.

Mikheil’s professional experience includes working for Transparency International Georgia, the EU’s Public Finance Reform Project, State Audit Office of Georgia, CARE International, Office of the State Minister of Georgia for European and Euro-Atlantic Integration, the United Nations Development Programme, Louis Berger, Mendez England & Associates, Westminster Foundation for Democracy, etc.

Prior to joining PMCG’s team, at Transparency International Georgia Mikheil was responsible for examining systemic flaws and risks in the public financial management, economic/financial regulation and healthcare sectors to develop evidence-based recommendations for the government. Mikheil has been working closely with the Parliament of Georgia in his capacities as trainer and needs assessor in his areas of expertise since 2010. 


Mr. Kukava holds an MSc in Quantitative Research in Comparative Politics from London School of Economics and Political Science (LSE) and an MA in Public Policy (Public Finance) from Central European University (CEU).

Anna Gvenetadze
Consultant, Policy Analysis and Development

Ms. Anna Gvenetadze is a highly-skilled professional with over 15 years of sound experience in the public and private sectors, including in managerial positions at central government and line ministry level, as well as in international private organizations, serves as a Consultant at PMCG.

While working directly under the supervision of the Head of Administration of the Government and the Prime Minister, she headed the development of the Policy Planning and Coordination Unit at the Administration of the Government/PM’s Office. She coordinated sectoral and cross-sectoral public policy development, monitoring, and evaluation, and also led the process of integrating the UN’s Sustainable Development Goals (SDGs) at the national level, as well as aligning international donors with policy interventions, and financing and administering the overarching reform of public administration.

In addition, as the Chief of Staff and Adviser to the Vice Prime Minister and the Minister of Regional Development and Infrastructure (MRDI), Ms. Gvenetadze monitored and reported on the development of key infrastructural projects, provided analysis on the regional development and infrastructure policies and the implementation of a decentralization strategy, and prepared annual reports and action plans of the MRDI. She also headed the development of a centralized management information system (MIS) for all infrastructural projects, and assisted the Vice Prime Minister in preparing international visits, including inter-governmental economic commissions and bi-lateral meetings.

On the other hand, she also held the position of Deputy Director of Global Benefits Georgia - International Risk Management & Insurance Company, where she was responsible for day-to-day management of business operations, including call center monitoring, product development and sales and marketing, stakeholder communication with domestic and international partners for insurance and reinsurance agreements, customer satisfaction surveys, and medical provider network management. Furthermore, she worked as a Business Manager reporting to the Global Consumer Products Director at Vodafone Group in London (UK), where Ms. Gvenetadze accumulated unique experience of coordination of the implementation of key strategic projects, including participating in new products’ development and go-to-market strategies, and preparation of monitoring reports for the executive committee.

Currently, she also serves as a Senior Policy Adviser at OECD Development.

Ms. Gvenetadze holds a master’s degree in Public Administration from Hertie School of Governance and a bachelor’s degree in Business Administration from Tbilisi State University. She is fluent in English, Georgian, and Russian.

Giorgi Jerenashvili
Consultant, Institutional Development

Giorgi Jerenashvili is an instutional development consultant with 15 years of working experience in the public sector and the financial systems of the USAID Good Governance Initiative. He is responsible for managing and coordinating component of the project that deals with the institutional oversight of the government

Throughout his impressive career, he has accumulated valuable experience in managing various donor-funded projects in policy advising, business enabling environment, capacity building and institutional development.

Occupying the position of the Head at the Parliament Budget Office of Georgia (PBO), he has managed to implement structural reforms that have improved the efficiency of the office’s operations.

Before joining PBO, Mr. Jerenashvili was a Public Sector Consulting Director at Policy and Management Consulting Group (PMCG) and successfully coordinated numerous worthwhile projects oriented toward the country’s development, such as: strengthening internal and external communications function of the Prime Minister’s Office to promote public dialogue and enhance transparency of the Government; legislative and institutional amendments to the Tax System of Georgia under USAID Economic Prosperity Initiative program (EPI); sector policy priorities for better budgetary oversight and program budgeting under UNDP Public Policy Dialogue; assistance to the Ministry of Education and Science in strengthening its Human Resources Management capacity, under USAID Good Governance in Georgia (G3) program; and development of a mid-term strategic plan to ensure transparency and accountability at the Competition and State Procurement Agency, under an EU project.

Prior to joining PMCG, Mr. Jerenashvili worked as a Head at the Audit Department at State Audit Office of Georgia, responsible for leading and managing activities within the Office, giving financial audit advice, producing the state budget execution report, and the performance and compliance audit report, and evaluation of Government programs.

Mr. Jerenashvili holds Bachelor’s Degree in Business Administration from the European School of Management (ESM) and has successfully passed various international training courses in the fields of financial reporting and auditing, from international institutions and organizations such as: The World Bank; U.S. Government Accountability Office; UK National Audit Office; and U.S. Department of State. He also has excellent knowledge of English and Russian languages.


Ketevan Chubabria
Consultant, Environmental, Health and Safety, and Social Safeguards

Ms. Ketevan Chubabria, who serves as an Environmental, Health and Safety, and Social Safeguard Consultant at PMCG, is a high-profile professional with over 25 years of experience in the field.

She has significantly contributed to development in the spheres of health, safety, environment, and social safeguards while providing valued expertise to different donors and consulting companies, such as the Millennium Challenge Cooperation, British Petroleum, IRD Engineering, and SAFEGE - CONSULTING.

Previously, Ms. Chubabria also worked for the Ministry of Environmental Protection and Agriculture of Georgia for 13 years. She worked as a senior specialist in the departments of Environmental Economics, Strategic Planning, and Sustainable Development, and also headed the Project Coordination Department.

She has been awarded several scholarships by various international institutions and is an associated member of the Institute of Environmental Management and Assessment (IEMA) and a certified auditor (ISO 14001). Meanwhile, she has authored publications on the implementation of sustainable development principles in Georgia.

In parallel, she delivers lectures at San Diego State University (SDSU) Georgia.

Ms. Chubabria holds a master’s degree in European Spatial Planning and Regional Development from the Blekinge Institute of Technology, and is currently pursuing a PhD in Urban Planning at Tbilisi State University. She is fluent in Georgian, English and Russian.

Tamar Kaphianidze

Tamar Kaphianidze is a Public Private Dialogue consultant, equipped with more than 8 years of remarkable experience in the field of marketing and public relations. Through her impressive career to date, she has built strong contacts with media representatives and developed advanced skills of promoting, communicating and raising awareness.

Focusing on public private dialogue, she has led exceptional projects and facilitated dialogue between public institutions and society about crucial topics including the World Economic Forum Global, under USAID’s Economic Prosperity Initiative (EPI), providing a platform to promote Georgia’s competitiveness.

Under her leadership, a number of companies, including JSC Georgian Agriculture Corporation, Quality Research Center- Multitest, Wine Trade Company- Selective Wine, Curatio International Foundation managed to develop and fulfill successful marketing strategies and public outreach campaigns.

Mrs. Kaphianidze holds a Masters and Bachelor degree in History of Diplomacy and International Relations from Ivane Javakhishvili Tbilisi State University, and is certified as Marketing and Research Analyst from the University of Social Science (Warsaw, Poland). She also holds a postgraduate diploma in Public Relations from the University of Social Science.

She is also competent in various foreign languages being advanced in English, fluent in Russian and speaks Polish.

Temur Bolotashvili
Consultant, Construction

Mr. Bolotashvili is a construction industry expert with 9 years of experience in construction regulation, legislation, licensing, permitting, and developing institutional capacity of construction permit issuing agencies.

He worked for USAID Economic Prosperity Initiative as a Construction Sector Manager and, until 2009, was leading the Technical Construction Standards Team on the USAID-funded Georgia Business Climate Reform project. He has provided support to International Finance Corporation in an effort to draft a construction policy paper and survey report, and has designed, developed, and distributed manuals for the private sector regarding new legal requirements and how construction companies can ensure proper compliance.

Niko Tevdorashvili

Natalia Gordeziani
Project Manager

Dr. Natalia Gordeziani is a Project Manager at PMCG, responsible for developing projects, coordinating and communicating with project partners, consultants and beneficiaries, and preparing project proposals.

Dr. Gordeziani is a PMI-certified project management professional (PMP) with 20 years of impressive experience in leading various donor-funded high-impact projects and programs in different countries. Prior to joining our team, Dr. Gordeziani worked for the Curatio International Foundation, where her responsibilities included managing the full cycle of projects including their planning, implementation, monitoring and controlling, and closing.

Throughout her career, Dr. Gordeziani has partaken in a number of vital healthcare reforms while serving as a Project Manager at the National Center for Disease Control and Public Health (NCDC), and at the Georgia Health and Social Projects Implementation Center (GHSPIC).

In addition, she has also coordinated significant judicial reforms at the High Council of Justice of Georgia and at the Supreme Court of Georgia.

Dr. Gordeziani has a strong academic pedigree, with a PhD in Mathematics and Physics from Tbilisi State University. She also has two master’s degrees, one in Project Management from George Washington University, and the other in Mathematics from Tbilisi State University. Dr. Gordeziani is fluent in Georgian, English and Russian. 

Eka Gvinjilia
Project Manager

Ms. Gvinjilia is the Project Manager at PMCG. She coordinates various donor funded projects related to the PFM, Economic Development Policy, Regional Development Policy, HRM and other spheres. In addition to this, she is involved in proposal writing and possesses good knowledge of procurement procedures of international donors.

Ms. Gvinjilia has accumulated good experience in conducting economic review and analysis during her internship at the Monetary Policy Division at National Bank of Georgia. Moreover, she holds a Master’s Degree with honors in Macroeconomics from Tbilisi State University.

Ketevan Babiashvili
Project Manager

Ms. Babiashvili (PMP) is a project manager at PMCG, responsible for developing projects, coordinating and communicating with project partners, consultants and beneficiaries, and undertaking market research and analysis.

Through her 8-year career to date, she has accumulated invaluable experience in the fields of economic policy, research, regulatory impact assessment, monitoring and evaluation. She has also managed to establish strong relations with international donor organizations.

Ms. Babiashvili holds two master’s degrees, one in public policy and administration from the London School of Economics and Political Science and the other in economics from the International School of Economics at Tbilisi State University. She is a Project Management Professional (PMP), certified by the Project Management Institute (USA). Moreover, she holds a bachelor’s degree in social sciences and international economic relations from Tbilisi State University. Ms. Babiashvili is fluent in Georgian, English and Russian languages.

Tamar Medulashvili
Project Manager

Mrs. Medulashvili is a Project Manager at PMCG. She is responsible for coordinating, managing and developing the scope of EU-related projects and activities, and is in regular communication with international partners and experts.

She has accumulated more than 10 years of impressive experience working on EU-related topics while working as a Deputy Director of the Information Center on NATO and EU; Second Secretary at the Mission of Georgia to the EU and Embassy of Georgia to the Kingdom of Belgium and Grand Duchy of Luxembourg; as well as in the Department of Cooperation with the EU at the Ministry of Foreign Affairs of Georgia.

Mrs. Medulashvili holds two Master’s Degrees: Master in Diplomacy from the Mediterranean Academy of Diplomatic Studies (Malta) and Master in International Public Law from the Kiev Institute of International Relations of T. Shevchenko State University of Ukraine. She obtained a Bachelor’s degree from the Kiev Institute of International Relations.

She is the co-author of the book “NATO and the EU – foreign policy priorities of Georgia” and the author of several researches, such as “Development of the Common Foreign and Security Policy of the EU”, and “International Mechanisms of Human Rights Protection in the Framework of the Council of Europe”.

Salome Napetvaridze
Project Manager

Mrs. Napetvaridze is a project manager at PMCG, responsible for developing projects, coordinating and communicating with project partners, consultants and beneficiaries, and undertaking market research and analysis.

She joined our team in 2016 as a project officer and since then has enhanced and developed the skills necessary for project management. Prior to joining us, she successfully completed internships in the Department of Fiscal Forecasting at the Ministry of Finance, and at the construction-repairing materials production company LEA Development.

Ms. Napetvaridze holds a master’s degree in economics from the International School of Economics at Tbilisi State University, and a bachelor’s degree from Javakhishvili Tbilisi State University. She is fluent in Georgian and English languages.

Mikheil Skhiereli
Project Manager

Mr. Skhiereli is a Project Manager at PMCG. He is responsible for coordinating, managing and developing projects and is in regular communication with international partners and experts.

In his role at PMCG, he acts as Country Programme Manager in the framework of the project funded by the Department for International Development (DFID) Good Governance Fund.

Through his 20-year career to date, he has accumulated valuable experience in fields related to EU issues, investments, and international relations. Prior to joining our team, Mr. Skhiereli worked as Head of the Staff Office of European Integration Committee of the Parliament of Georgia.

Mr. Skhiereli holds a Master’s Degree in Technology Governance – Innovation Policy and Development Economics from Tallinn University of Technology, and a Master’s Degree in Economics from Tbilisi State University. He is co-author of the books “Tax Systems of Foreign States” and “What We Should Know about Taxes”.

Nino Chikvanaia
Project Manager

Ms. Nino Chikvanaia is a Project Manager at PMCG, responsible for developing projects, coordinating and communicating with project partners, consultants and beneficiaries, and undertaking market research and analysis.

Initially, Ms. Chikvanaia joined our team as an Administrative and Procurement Manager, responsible for maintaining operations in compliance with organizational procedures, organizing and managing filing and storage of documents, and managing procurement processes.

She then moved on to work as a Project Officer, a role in which she has accumulated sound experience of managing and implementing projects, as well as enhancing and developing the skills necessary for project management.

Ms. Chikvanaia is currently pursuing a PhD in Marketing at Tbilisi State University to bolster her already strong academic pedigree. She holds a master’s degree in Business Administration from Tbilisi State University and a bachelor’s degree in International Business from Ostfold University College (Norway). She also partook in a thoroughly beneficial student exchange at the University of Porto. Ms. Chikvanaia is fluent in Georgian and English, and competent in Russian and German too.

Salome Solomnishvili
Project Manager

Ms. Solomnishvili is a project officer at PMCG. Her role includes supporting project the management team in coordinating, administering and managing projects, providing assistance in the process of preparing project proposals, concept papers and reports, researching and analyzing the market, as well as communicating with existing and potential clients, partners and beneficiaries.

Prior to joining our team, she successfully completed an internship at the National Statistics Office of Georgia, and worked as a teaching assistant at the International School of Economics at Tbilisi State University.

Ms. Solomnishvili holds a master’s degree in economics from the International School of Economics at Tbilisi State University and a bachelor’s degree in economics from Tbilisi State University. She is fluent in Georgian and English, and is competent in the Russian language.

Lasha Jintcharadze
Environmental Analyst

Mr. Lasha Jintcharadze is an Environmental Analyst at PMCG. He is actively engaged in the preparation of project proposals, concept papers, and project reports related to the environment, in the conducting of environmental impact assessments, and in analyzing Georgia’s environmental protection legislation.

Moreover, he is responsible for developing environmental management plans and systems, as well as safety action plans.

Mr. Jintcharadze previously held the position of Deputy Director at Geoargo, where he was responsible for developing the company’s agricultural policy and conducting field-related research. Prior to that, he also worked as a Geological Engineer at the National Environmental Agency, and as an Assistant to Engineer at Techmedia.

Mr. Jintcharadze holds a bachelor’s degree in Mining and Geology from the Technical University of Georgia. Furthermore, he deepened his knowledge at Tuscia University during a student exchange. Mr. Jintcharadze is fluent in Georgian, English and Russian languages, and is competent in Italian too.

Leri Khabuliani
Project Officer

Mr. Leri Khabuliani is a Project Officer at PMCG. He is responsible for supporting the infrastructure project management team in monitoring various tenders and analyzing their requirements, as well as providing assistance in the process of preparing project proposals, concept papers, and project reports. Moreover, he is focused on communicating with clients and partners in the Caucasus region and Central Asian countries.

Prior to joining our team, Mr. Khabuliani successfully completed an internship at the Ministry of Foreign Affairs of Georgia.

Mr. Khabuliani has master’s bachelor’s degrees in International Economic Relations from Taras Shevchenko Kyiv National University. He is fluent in Georgian, Russian and Ukrainian, and advanced in English and French too.

Tamar Bezhanishvili
Project Officer

Ms. Tamar Bezhanishvili is a project officer at PMCG. She is responsible for supporting the project management team, identifying and evaluating potential project team members, as well as establishing relations and communicating with potential clients and partners.

She joined our team after the completion of the EU-funded initiative entitled “Mayors for Economic Growth (M4EG),” which was implemented by PMCG, as part of a consortium led by Ecorys Nederland B.V., where she assumed the position of office manager. Her experience in international development was also enriched while working for Booz Allen Hamilton as an office manager, and for the Returning Experts Program (German Technical Cooperation (GTZ) as an assistant to the program advisor.

Elsewhere, Ms. Bezhanishvili has valuable experience in the public sector, gained at the State Military Scientific Technical Center Delta, and at the Ministry of Foreign Affairs, as a trainee at the Department of Diplomatic Protocol.

Ms. Bezhanishvili holds two master’s degrees, one in Business Management and International Economics Relations from the European University, and the other in Humanities and German Studies from Tbilisi State University. She also holds a bachelor’s degree in Western European Languages and Literature, and German Studies from Tbilisi State University, and is fluent in Georgian, English, German, and Russian.

Nutsa Bezhuashvili

Ms. Nutsa Bezhuashvili is a Project Officer at PMCG. Before joining our team, Ms. Bezhuashvili successfully completed an internship at the Press and Information Department of the Ministry of Foreign Affairs of Georgia. 

Ms. Bezhuashvili holds a bachelor’s degree in Politics and International Relations from Lancaster University. She is fluent in Georgian and English, and competent in Russian.

Tamta Giorgadze
Project Officer

Ms. Tamta Giorgadze is a Project Officer at PMCG, responsible for supporting the project management team in coordinating, administrating and managing projects, and providing assistance in the process of preparing project proposals, concept papers and project reports. Her role also includes monitoring various tenders and analyzing their requirements as well as identifying and evaluating potential project team members.

Previously, Ms. Giorgadze held the position of Project Officer at the Caritas Georgia Foundation, where she gained important experience in planning and monitoring various projects. In addition, she enriched her experience in implementing youth development projects while serving as a Project Assistant at the House of Youth and Culture in France.

Ms. Giorgadze holds two master’s degrees, one in Intercultural and Multicultural Studies from the University of Strasbourg, and the other in Applied Foreign Languages and International Affairs from Ilia State University. She holds a bachelor’s degree in Journalism and Communications from Tbilisi State University as well, while Ms. Giorgadze is also fluent in Georgian, English, French and Russian.

Marion Soury
Project Officer

Ms. Soury is a Project Officer at PMCG, responsible for supporting the project management team in coordinating, administering and managing EU-related projects, providing assistance in the process of preparing project proposals, concept papers and reports. Moreover, her role includes monitoring various tenders and analyzing their requirements as well as communicating with potential clients and partners.

She has accumulated more than nine years of professional experience, working on EU-related topics while working as an EU Affairs Liaison Officer at FlixBus, as an EU Public Affairs Senior Consultant at Euros/Agency, and as an Associate Consultant at APCO Worldwide.

Ms. Soury holds a master’s degree in European Affairs from the London School of Economics and Political Science (LSE) and a bachelor’s degree in Political Science from Sciences Po Paris. She also partook in a thoroughly beneficial student exchange at the University of South Carolina. She is fluent in French and English and competent in Russian too.

Mariam Khubashvili
Project Officer

Ms. Mariam Khubashvili is a project officer at PMCG. She is actively engaged in coordinating and administering projects, and assisting the team in preparing project proposals, concept papers and reports. Moreover, she assists the team in communicating with potential clients and partners.

Before joining our team, Ms. Khubashvili successfully completed an internship at United Nations Development Programme (UNDP). She also held the position of inclusive education specialist at VET College “Mermisi.”

Ms. Khubashvili holds a bachelor’s degree in social and political sciences from Tbilisi State University and is fluent in Georgian, English and Russian languages.

Mariam Sikharulidze
Project Officer

Ms. Mariam Sikharulidze works in PMCG’s private and infrastructure unit. She is responsible for supporting the project management team in coordinating, administering and managing projects, and providing assistance in the process of preparing project proposals, concept papers and project reports. Her role also includes monitoring various tenders and analyzing their requirements as well as identifying and evaluating potential project team members. 

Prior to joining our team, Ms. Sikharulidze gained important experience while working for a bank, insurance companies, and construction companies, namely Caucas Energo and Nenskra Hydro.

Ms. Sikharulidze is currently pursuing her MBA at the Bank of Georgia University, while she already holds a bachelor’s degree in Economics from International Black Sea University. She also partook in a thoroughly beneficial student exchange at the Stockholm School of Economics in Riga. Ms. Sikharulidze is fluent in Georgian and English, and intermediate in Russian.

Ana Gutsaevi
Project Officer

Mrs. Gutsaevi is a project officer at PMCG. She is responsible for supporting the project management team in coordinating, administering and managing projects, providing assistance in the process of preparing project proposals, concept papers and reports. Moreover, her role includes monitoring various tenders and analyzing their requirements as well as communicating with potential clients and partners.

Mrs. Gutsaevi previously held the position of Director of International Relations Department at the Ministry of Corrections of Georgia, responsible for developing and strengthening international relations in the field of corrections, supporting the implementation of international treaties, and cooperating with international organizations. Prior to that, she enhanced her skills and experience while working as Deputy Head of Division at the Ministry of Defense of Georgia and the Ministry of Internal Affairs of Georgia.

Mrs. Gutsaevi holds a Bachelor’s degree in English Language and Literature from Tbilisi State University. She is fluent in Georgian, English and Russian languages.

Nato Aptsiauri
Project Officer

Ms. Aptsiauri is a project officer at PMCG. She is actively engaged in the management and administration of various donor-funded projects mainly in the fields of good governance and public administration. In her role, Ms. Aptsiauri is responsible for communication with project contractors and beneficiaries as well as assisting project implementation processes on a daily basis.

Prior to joining PMCG, she held a customer service and project assistant position at the British Council Georgia, where she was involved in educational and cultural projects.

Ms. Aptsiauri holds a bachelor’s degree in international relations, specializing in the Middle East, from the Free University of Georgia. She is fluent in Georgian and English languages, and speaks Arabic, Russian, and French as well.

Sopio Khoshtaria
Business Development Manager

Ms. Khoshtaria works in PMCG’s business development unit. She is responsible for technically supporting the process of products/services development, looking for new partnerships and new project opportunities, and supporting the proposal writing process. She works with the project management team and is engaged in the organizational development processes. 

Before joining PMCG team as a Business Development Officer, she passed internship program at PMCG and has accumulated experience in EU Funded projects. 


She holds a Master’s degree in International Economics and Governance, and a Bachelor’s degree in International Economics from the Universite Pantheon-Assas. 

Nino Metreveli
Business Development Manager

Ms. Nino Metreveli is a Business Development Manager at PMCG, responsible for identifying new project opportunities in the regions of Eastern Europe, the Balkans, the South Caucasus, Central Asia, the Middle East and Africa, conducting market analysis, monitoring various tenders, and analyzing their requirements, as well as managing the proposal preparation process and steering PMCG toward diverse business development activities.

Ms. Metreveli has accumulated 20 years of sound professional working experience in the areas of economic development, economic policymaking, private-sector consultancy, strategy development, social development, and inclusive growth, while working for various international development organizations including USAID, UNDP, World Bank, GIZ, the Europe Foundation, and others.

While working for USAID, she managed four projects related to income generation and economic growth through farm and off-farm activities support and infrastructure development.

She also designed a four-year program entitled “New Economic Opportunities Initiative” aimed at poverty reduction through stimulating economic growth through the inclusion of poor and vulnerable groups in economic activities in rural Georgia. That project created new income generation activities by fostering private sector and infrastructure development improving living standards in poor rural municipalities. Later, the project was extended after it proved successful in impacting upon rural development in Georgia.

Working as a Senior Expert in Trade and Investments at GIZ, Ms. Metreveli through technical assistance provided to the Ministry of Economy and Sustainable development of Georgia has facilitated creation of Enterprise Georgia and Georgia Innovation and Technology Agency.

Ms. Metreveli holds two master’s degrees: one in International Political Economy from London School of Economics and Political Science (LSE); and the other in International Economics from Tbilisi State University. She is fluent in Georgian, English, and Russian.

Khatuna Gujabidze
Business Development Officer

Mrs. Khatuna Gujabidze is a Business Development Officer at PMCG. She is responsible for leading the recruitment cycle for proposals, building recruitment strategies, implementing new sourcing methods, collecting important documents from candidates and writing staffing plans. She also works to support the project management team in coordinating, administering and managing projects, as well as monitoring various tenders.

In her 5-year career to date, she has accumulated valuable experience in building recruitment strategies, and streamlining systems for effectiveness and efficiency in the recruitment process.

Mrs. Khatuna Gujabidze holds a Master’s degree in Economics, International Business Economics and Management at Vilnius University, and a Bachelor’s degree from Tbilisi State University. Mrs. Gujabidze is fluent in Georgian, English and Russian languages.

Davit Beruashvili
IT Support Specialist

Mr. Davit Beruashvili is an IT Support Specialist at PMCG. His responsibilities include developing, managing, and coordinating databases, monitoring and maintaining computer systems and networks of the organization, communicating with existing and potential software developers, and training the organization team in computer skills. He also produces different videos for the company.

Previously, Mr. Beruashvili held the position of Video Producer at Upwork and also worked for TBC Bank as a Software Developer.

Mr. Beruashvili holds a bachelor’s degree in Informatics from International Black Sea University (IBSU) and is currently pursuing a master’s degree in Computer Science at the same university. He is fluent in Georgian and English, and competent in Russian too.

Tinatin Bezhanidze
Associate Officer, Business Development

Ms. Tinatin Bezhanidze works in our business development unit. She is responsible for enhancing new business opportunities on regional and international markets, identifying partner institutions and communicating with them, and supporting the proposal-writing process.

Before joining our team, Ms. Bezhanidze successfully completed internships at the following: the Macroeconomics and Statistics Department of the Macroeconomic Research Division at the National Bank of Georgia; the Revenue Service of Georgia; and the Business Council for International Understanding (BCIU) in New York.

Ms. Bezhanidze holds a bachelor’s degree in Economics from Bard College (USA). During her studies, Ms. Bezhanidze was awarded with the Levy Economics Institute Scholarship, and Ravid and Rosaline Rose Scholarship. She is fluent in Georgian, English, and Russian, and is competent in French too.

Tamar Tomaradze
Associate Officer, Business Development

Ms. Tamar Tomaradze works in PMCG’s business development unit. Her responsibilities include searching for new business opportunities on regional and international markets, monitoring various tenders, and supporting the proposal preparation process.

Prior to joining our team, Ms. Tomaradze successfully completed internships in the Tax and Customs Policy Department at the Ministry of Finance (MoF) of Georgia, and at Grant Thornton in its Department of Corporate Accounting and Outsourcing.

Ms. Tomaradze holds a master’s degree in Business Administration from Tuscia University. She also holds a bachelor’s degree in Business Administration from Tbilisi State University. Ms. Tomaradze is fluent in Georgian, English, Italian and Russian.

Mariam Gogoladze
HR Manager

Ms. Mariam Gogoladze is an HR Manager at PMCG, responsible for the development and implementation of human resources management strategy, talent management, and the elaboration and introduction of selection methods for applicants. In addition, she oversees the staff’s personal development and planning and implementation of team building activities.

Throughout her career, she has gained valuable experience in the field of human resources management, organizational development, and social psychology.

Ms. Gogoladze holds a Master’s degree in Organization Development and Consulting from Tbilisi State University, and a Bachelor’s degree in Social Psychology from Tbilisi State University. She is fluent in Georgian, English and Russian languages.

Mari Botkoveli
Financial Manager

Mrs. Botkoveli is a financial manager at PMCG. She is responsible for all aspects of financial monitoring, reporting and analysis, preparing and coordinating project budgets, generating donor-specific financial reports, managing legal correspondence with governmental institutions, and managing the organization’s monthly budgets.

She joined PMCG’s team in 2010 as operations officer and since then has enhanced and refined her skills in the field of financial analysis.

Mrs. Botkoveli holds a master’s degree in finance from the International Black Sea University and a bachelor’s degree in business administration from the same university. She is fluent in Georgian and English languages and competent in Russian.

Ketevan Lekishvili
PR and Marketing Manager

Ms. Lekishvili is a PR and Marketing Manager at PMCG. Development and implementation of PR strategies, campaigns and initiatives to improve the company’s brand awareness as well as to build and manage internal and external communication channels, to develop and maintain the company’s corporate image and identity together with the monitoring and analysis of the various statistical data, media outreach are her major responsibilities.

She has occupied the similar position at international consulting company and has 3 years of experience of working as a journalist at English language newspaper. 

Ms. Lekishvili graduated from International Black Sea University and has Bachelor’s degree in Business Administration and Social Sciences, with the major direction in marketing.

Gvantsa Gabrichidze
Office Manager

Mrs. Gabrichidze is an administrative and procurement manager at PMCG. She is responsible for maintaining operations in compliance with organizational procedures, organizing and managing filing and storage of documents, controlling incoming and outgoing correspondence, managing procurement processes, organizing business trips, and managing daily office activities.

Prior to joining PMCG’s team, Mrs. Gabrichidze was developing and managing a database of investment projects as an investment project manager at Access.

She holds a master’s degree in business administration from St. Andrew the First-Called Georgian University of the Patriarchate of Georgia, and a bachelor’s degree in social and political sciences from Ivane Javakhishvili Tbilisi State University.

Zurab Chalagashvili
Logistics Manager

Mr. Chalagashvili is a Logistics Manager at PMCG. Before, he worked in Ministry of Finance of Georgia as an Assistant Specialist. In 2004-2006 he was a Senior Specialist of Administrative Department at the Ministry of Economic Development of Georgia.

Giorgi Nemsadze
Financial Officer

Mr. Nemsadze is a financial officer at PMCG. In this role, his main responsibility is to assist and support the financial manager by creating the necessary documentation for the organization’s financial processes, preparing grant and business trip reports and monitoring accounting records.

He has joined our team as an intern, before which he enriched his theoretical knowledge while working as a practitioner at the Revenue Service of Georgia.

Mr. Nemsadze holds a bachelor’s degree in economics and business administration from Tbilisi State University and is currently pursuing on his master’s degree in the same field at the same university. He is fluent in Georgian, English and Russian languages.

Nino Metreveli
PR Officer

Ms. Nino Metreveli is a PR Officer at PMCG. In this role, her main responsibility is to support the PR and Marketing Manager in the implementation of PR strategies, campaigns and initiatives to enhance awareness of the company’s activities, building and managing different communication channels, developing and maintaining the company’s corporate image, and identifying as well as analyzing various relevant statistical data.

Initially, Ms. Metreveli joined our team as an intern and since then has enhanced her knowledge and developed the necessary skills for the position of PR Officer.

Ms. Metreveli holds a bachelor’s degree in International Relations from Tbilisi State University. Moreover, she spent one semester on a student exchange at the University of Lille (France). She is fluent in Georgian, English and Russian, and is competent in Spanish and French too.

Sopho Basilidze
Researcher

Ms. Basilidze is a junior researcher at PMC Research. Her responsibilities include providing assistance in the following tasks: collecting data for analytical publications; the proposal writing process; project management; and other day-to-day activities. She is also involved in the development of policy briefs, identifying potential funding opportunities, and supporting research and analysis for selected issues.

Prior to joining our team, Ms. Basilidze had successfully completed an internship at the National Statistics Office of Georgia.

She holds a master’s degree in economics from the International School of Economics at Tbilisi State University, and a bachelor’s degree in economics from Tbilisi State University.

Tengiz Sultanishvili
Researcher

Mr. Tengiz Sultanishvili is a Junior Researcher at PMC Research. In this role, he is responsible for conducting qualitative and quantitative research, analyzing various economic issues in Georgia, as well as supporting projects implemented by PMC Research.

He is actively engaged in conducting policy analysis, producing policy papers, and preparing research proposals, reports, and monthly newsletters.

Mr. Sultanishvili has accumulated valuable experience in research and analysis. Prior to joining our team, he worked as a Research Officer at “Charity Humanitarian Centre Abkhazeti.” He also worked as a Research Assistant on two book projects published by Yale and Harvard University presses. In addition, he has served internships at the U.S. Embassy in Georgia, and at the Ministry of Education, Science, Culture and Sport of Georgia.

Mr. Sultanishvili holds a master’s degree in European Union-Russia Studies from the University of Tartu and is currently doing his second MA in Diplomacy and International Politics at Tbilisi State University. He also holds a bachelor’s degree in International Relations from Tbilisi State University. Furthermore, he mastered his quantitative and qualitative research skills at Truman State University, and at the University of Glasgow during student exchanges.

Mr. Sultanishvili is fluent in Georgian, English and Russian, and competent in Turkish and Estonian too.

Mariam Berianidze
Researcher

Ms. Mariam Berianidze is a Researcher at PMC Research, where her responsibilities include assisting in the following tasks: developing data collection instruments for quantitative and qualitative studies; facilitating interviews and focus group discussions, and qualitative and quantitative data analysis; developing research methodologies; and preparing  project and research proposals.

Prior to joining our team, she accumulated valuable experience in program evaluation and sociological research projects while working at the Ilia State University, and the Caucasus Research Resource Center (CRRC) in Armenia.

Ms. Berianidze holds a master’s degree in Sociology from Ilia State University, and a bachelor’s degree in the same subject from Tbilisi State University. Meanwhile, she enhanced her quantitative and qualitative research skills at the University of Siegen (Germany) during a student exchange. She is fluent in Georgian, English and Russian, and competent in German too.

Giorgi Tsulaia
Junior Researcher

Mr. Giorgi Tsulaia is a Research Assistant at PMC Research, where his responsibilities include data collecting for analytical publications, engaging in the proposal writing process and other day-to-day activities.

Prior to joining our team, he occupied the positions of Macroeconomics Analyst at Schulze Global Investment Limited, and Financial Analyst at Matrix Group. In addition, he enhanced his skills and experience during internships at the National Investment Agency, and at the EU Initiative “Mayors for Economic Growth.”

Mr. Tsulaia holds a bachelor’s degree in Business Economics from the University of Exeter and is fluent in Georgian, English and Russian.

Nika Kapanadze
Researcher

Mr. Kapanadze is a Researcher at PMC Research. His responsibilities include preparing and supervising preparation of periodic newsletters, collecting data for analytical publications, proposal-writing, project implementation and management, and other day-to-day activities.

He is also responsible for the development of policy papers, identifying potential funding opportunities, and research and analysis of selected issues.

Prior to joining our team, Mr. Kapanadze held the position of Junior Financial Analyst at EBIT Group. Furthermore, he has completed internships at the National Bank of Georgia in its Department of Macroeconomics and Statistics and its Department of Financial Stability.

Mr. Kapanadze holds a bachelor´s degree in economics from the International School of Economics at Tbilisi State University (ISET). Moreover, he spent one semester on a student exchange at the University of Bremen. He is fluent in Georgian, English and Russian, and competent in Spanish too.

 

Melitta Tagauri
Project Assistant

Ms. Melitta Tagauri is a Project Assistant at PMC Research, primarily responsible for providing assistance in monitoring and reporting on the progress of projects, ensuring that projects are planned, implemented and released in a manner consistent with agreed standards, making certain that risks are managed properly, and coordinating post-project monitoring with the client.

Prior to joining our team, Ms. Tagauri successfully completed internships at the Municipal Development Fund (MDF) of Georgia, preparing and reviewing its Environmental Management Plan (EMP) and assisting in organizing public consultation meetings, and at Liberty Bank in its Enterprise Risk Management Department.

Ms. Tagauri is undertaking a joint bachelor’s degree in Business and Sustainability Management from the EU Business School Barcelona and the University of Derby (UK). She is fluent in Georgian and English, and has professional working proficiency in both Spanish and Russian too.
