Civil Servants honored at Awards Ceremony for Short Term Courses

On December 19, the awards ceremony of the project “Short Term Courses for Civil Servants” was conducted at the Georgian National Library of Parliament. The project was implemented with the support of the USAID Good Governance Georgia (G3).  PMCG,as part of the consortium led by GIPA, has been providing short-term courses for midto high level civil servants in order to develop their knowledge and skills in the areas of management and governance. Under the project, PMCG has been delivering two training modules in strategic management and project management/monitoring and evaluation. PMCG experts designed the training curricula and format in close collaboration with the G3 program representatives and the Prime Ministers’ Office. Overall, 17 sessions of project management, monitoring and evaluation and 20 sessions of strategic planning were provided by PMCG. A total of 750 trainees attended the sessions. The awards ceremony was attended by the representatives of USAID, the Prime Minister’s Office, Ministries, and consortium members among others. Special speeches were given by of the head of the USAID delegation, the head of the Civil Service Bureau, the head of Administration at the Ministry of Regional Development and Infrastructure, and the rector of GIPA. Special certificates were given to the staff of the Prime Minister's Office and HR managers of all the Ministries of Georgia for their respective contributions to the project. In addition, all the participants will receive a certificate of participation.
PMCG’s Chairman Alex Aleksishvili Visits IBSU

On December 10, 2013 the International Black Sea University hosted Mr. Alex Aleksishvili - former high-ranked Georgian government official and Chairman of the Board at Policy and Management Consulting Group (PMCG).  Mr. Aleksishvili was the Minister of Finance of Georgia in 2005-2007 and the Minister of Economic Development of Georgia in 2004-2005. Due to economic and structural reforms that were carried out by his ministry, Georgia climbed rapidly in the World Bank's rankings and was named the world's number one reformer in 2006 and 2007. During the public lecture with IBSU staff and students, Mr. Aleksishvili spoke about challenges and opportunities of the Georgian economy and financial sector. The meeting provided students with advice from someone with extensive practical experience in the fields of economy and finance.
PMCG is planning training sessions in Monitoring and Evaluation (M&E) and Strategic Planning

PMCG is planning two rounds of training sessions for senior managers of GoARA as part of the USAID Good Governance in Georgia (G3) Program. The main objective of the project is to improve Monitoring and Evaluation (M&E), strategic planning and public policy analysis capacity of the top managers of GoARA. Increasing the GoARA senior managers' capacity in these fields, will support the institutionalization of M&E and strategic planning functions and will improve public services delivery. The trainings are being conducted for senior managers of all of the key GoARA agencies, including the chairman's administration, four line ministries and sub-agencies of GoARA. One session will take place on 11-15 December, and the other is to be held on 14-18 December. Each session will be attended by 20 participants and will take place in the Radisson Batumi hotel.
Public Policy Analysis sessions delivered in Anaklia for GoARA Senior Management

PMCG, as part of the USAID program Good Governance in Georgia (G3), is in the process of improving the capacity of GoARA senior management in M&E, strategic planning and public policy analysis. Two training sessions in public policy analysis were delivered in Anaklia, Georgia, on 22-24 November.A three-day training module in public policy analysis, which aimed to provide participants with both a conceptual framework and practical experience in analyzing public policies, was attended by the senior management of GoARA and a G3 representitive. The course covered a variety of topics related to both the substance and methods of policy analysis. The goal of this course was to understand real-world policymaking and how to accommodate policy analysis.The training session was interactive as the participants were actively involved in discussions and successfully implemented their assignments. A number of group works and simulations were carried out by participants thereby giving them a better understanding of public policy analysis related topics. The results of the pre- and post-test demonstrated that the knowledge and competence of the trainees had increased as a result of the course.
PMCG Presents the Final Report Quality Review of Monitoring Data of MCA-Moldova

On 21 November, in Chisinau, Moldova Policy and Management Consulting Group (PMCG) presented the final report Quality Review of Monitoring Data (QRMD) of Millennium Challenge Account – Moldova. Presentation was delivered by Team Leader Mr. Mamuka Shatirishvili and Local Monitoring and Evaluation Experts. PMCG Consultants presented the technical approach and methodology, also key findings, recommendations and suggested action plans from each of the data quality rounds were introduced to key stakeholders, including MCA-Moldova, MCC, consultants/facilitators, other data collectors, and other stakeholders.  After the presentation data quality review team also will hold a discussion and answer questions about the project findings.  The objectives of Quality Review of the Monitoring Data are to assess the extent to which the MCA-Moldova Monitoring Data meets the standards defined in the MCC M&E Policy in the areas of validity, reliability, timeliness, precision and integrity. PMCG team assessed data of the two components of MCA-Moldova Compact - Road Rehabilitation Project (RRP) and Transition to High Value-added Agriculture (THVA) project.   Data quality review will be used to verify the consistency and quality of data over time across implementing agencies and other reporting institutions. QRMD will also serve to identify where the highest levels of data quality is not possible, given the realities of data collection.        
Georgia Hosted Annual Conference of the International Society for Performance Improvement

Tbilisi hosted the 11th annual conference of the International Society for Performance Improvement's Europe, Middle East, and Africa (ISPI EMEA). This was the first time the conference, which was designed to build organizational capacity to the governments and local institutions, was held in the Caucasus, and included participants from the U.S., Europe, Central Asia, the Middle East, Africa, and the Caucasus. PMCG is proud to be a gold sponsor and active participant of the conference. Since 2010 PMCG has been actively working to promote Human and Institutional Capacity Building in Georgia and help companies and public institutions improve their performance and capacity. The ISPI EMEA conference was a specialized, highly-interactive event in which attendees benefited greatly from the open exchange of knowledge, experience, and innovative ideas in the field of human and organizational performance. This conference featured interactive presentations and workshops to increase participants' knowledge and help them improve their institutions. Representatives from the Office of the State Minister for Reintegration, the Ministry of Justice, the National Agency of State Property, Georgian State Electrosystem, the Ministry of Environment, and several Georgian nongovernmental organizations were all in attendance. PMCG is Conducting Performance Assessment Project in Georgian State Electrosystem

Starting from February 2013 PMCG has been conducting an institutional performance assessment of Georgian State Electrosystem (GSE) as part of the USAID Human and Institutional Capacity Development - HICD PLUS program. The objective of this project is to develop a performance solution package for Georgian State Electrosystem. In addition, it aims to institutionalize a performance planning and management approach and introduce a performance-driven organizational approach to project management at GSE. PMCG consultants actively worked with GSE to develop a mid-term strategic plan. The highly professional project team is striving to align and integrate a management planning system in the areas of operational management, technical management, financial management, and HR management. Moreover, the consultants are developing an implementation plan and a monitoring and evaluation plan. They are identifying Key Performance Indicators benchmarks and targets, and are developing corporate operational procedures. The project team designs and provides GSE staff with capacity-building measures in project management to enhance the management and monitoring skills of respective personnel. The consultants are coaching the GSE staff to link GSE projects to the reconfigured planning and management processes. In April, in collaboration with the Management Academy, PMCG conducted a series of trainings in project management for the GSE's top and middle managers. Chairman and leading trainer of the Management Academy, Mr. Aleksandre Jejelava, outlined the value and importance of the project. He stated: "In my opinion, for large organizations, such as State Electricity System, it is very important to develop the managerial personnel, especially in the Project Management field. During the training, it was clearly shown that these methodological issues, which we use, are very important for GSE's managers and there is a strong motivation towards improving the methodology of projects." - Mr. Aleksandre Jejelava, chairman and leading trainer of the Management Academy. PMCG conducted training sessions for HR staff of Ministry of Education and Science (MoES)

On 11-15th of September PMCG conducted 5 days of training sessions in Gudauri as part of the project "Assistance to the Human Resources Department of the Ministry of Education and Science of Georgia". The project is being implemented within the USAID Good Governance in Georgia (G3) program by PMCG and its main goal is to provide assistance to the Ministry of Education and Science(MoES) in the process of developing its institutional HRM systems. One of the objectives of the project was to provide training about new human resource management mechanisms and tools to the HR staff of the Ministryin order to increase their capacity. Specific focus was on the processes of performance appraisal, competency matrix, performance analysis, and motivation systems. In an engaging session, participants were particularly interested in tools of performance evaluation methods. The training session discussed goals, objectives and outcomes of these methods. To provide greater detail, the following topics were introduced and discussed during the training sessions: -           Defining the concept of competence; -           Principles for developing the competency dictionary; -           Principles of developing competency profiles; Link between competency profiles and job descriptions; -           Competency evaluation methods; -           Fields of applications of competency profiles and matrices; -           Motivation concept and theories of motivation; -           Non-financial motivation; -           Link between financial motivation and goal evaluation; -           Link between financial motivation and competency evaluation; -           Training and capacity development; role of capacity development; -           Capacity development planning using competency evaluation etc. In addition, participants were involved in numerous work groups that included setting the overall goals of the training and each structural unit, defining competencies and designing competency profiles, designing forms of non-financial motivation. At the end of the workshopthe participants discussed what had been gained and learned from the sessions.
PMCG Present Final Report of Needs Assessment of Parliament of Georgia

On 19 July, PMCG delivered a presentation of the final report of its Needs Assessment of the Parliament of Georgia at the office of the EU Delegation to Georgia. The assessment team presented the methodology and objectives of the Needs Assessment, performance gaps and proposed recommendations. In attendance were representatives of the Delegation of the EU to Georgia, Strong Parliament in a Consolidated Democracy (UNDP project) and the Cabinet Office of the Chairman of Parliament. PMCG prepared the needs assessment with the support of the EU Delegation to Georgia and the goal of this project was to identify and analyze a variety of institutional needs or performance gaps of the Georgian Parliament. The assessment focused on four main functions of parliament: the legislative function, the oversight and accountability function, the budget scrutiny function and the representative function. The needs assessment comprised of desk research of Parliament-related documents, reports and individual interviews with the leadership of the Parliament. In the interviewing process, parliamentary committee chairpersons, MPs, heads of the committee offices, managers of departments and other structural units were also involved. The results and recommendations developed through the needs assessment may be used to guide future decisions of the Parliament of Georgia. Designing, implementing and evaluating projects or initiatives will lead to achieve desired results being achieved by for the stakeholders, including the donor community, civil society organizations and other civic groups. The needs assessment is considered as a preliminary stage in the institutional planning of the Parliament of Georgia.
