Training sessions for PR/Communications Department of Georgia's State Chancellery

During March 7-9, training sessions will be held for to the PR/Communications Department of Georgia's State Chancellery and representatives of the PR departments of all the Ministries of Georgia. The event, as a part of USAID Good Governance in Georgia (G3) program, is being staged by a consortium led by PMCG with the consultants of Gepra, in order to develop a framework for a new PR/Communications platform with a focus on making improvements to the department's internal and external communications mechanisms. The objective of the project is to provide assistance to the PR/Communications Department of Georgia's State Chancellery, in order to strengthen its institutional operations and systems in the context of cross-governmental communication as well as communication with the citizens and stakeholders. The three-day training for up to 45 participants from the State Chancellery and other GoG institutions covers the following topics: Public Relations of public institutions News generation and distribution system in public institutions Media relations and media events Internet communications of public institutions Using new media in public outreach Direct communication tools for public communication Planning and implementing town hall meetings with target groups Communication crisis management of public institutions Corporate PR of public institutions and cross-governmental communication Evaluation and monitoring of PR and public outreach The project team provides open discussions, group work and brainstorming to plan entire PR campaigns using a template, which will be presented on the last day of training by the representatives of the PR/Communications Department of Georgia's State Chancellery. Monitoring and evaluation tools for each campaign are also to be applied on the last day of training.
A workshop was held for the PR/Communications Department of Georgia's State Chancellery

On February 21-23, in Lopota, Kakheti, a workshop was held for to the PR/Communications Department of Georgia's State Chancellery and representatives of the PR departments of all the Ministries of Georgia. It was staged by the consortium led by PMCG with the consultants of Gepra, in order to develop a framework for a new PR/Communications platform with a focus on improvements in the department's internal and external communications mechanisms. The workshop was part of the USAID Good Governance in Georgia (G3) program, and launched the project Strengthening PR/Communications Department of the State Chancellery of the Government of Georgia (GoG) on December 2013. The objective of the project is to provide assistance to the PR/Communications Department of Georgia's State Chancellery, in order to strengthen its institutional operations and systems in the context of cross-governmental communication as well as communication with the citizens and stakeholders. A 3-day off-site workshop for up to 45 participants from the State Chancellery and other GoG institutions began with an introduction of the main objectives and goals of the workshop. On the first day of the workshop PR values, vision, mission and principles of the GoG institutions were discussed and agreed. PMCG experts introduced the results of conducted functional analysis of the systems and operations of the PR/Communications Department.The project team provided and introduced recommendations for a news generation and distribution system. One of the most significant topics discussed during the workshop was internal communications and coordination systems. Moreover, some suggestions were provided for anti-crisis activities.In general, the workshop was positively evaluated by the representatives of USAID G3 program, PMCG and PR/Communications Departments of GoG institutions. ADE-led consortium including PMCG awarded European Commission's (EC) Multiple Framework Contract

We are pleased to announce that a consortium, of which PMCG is a proud member with other EU based institutions, led by the Belgian consulting company ADE - Aide à la Décision Economique, has been awarded with the European Commission's (EC) Multiple Framework Contract (FWC BENEF 2013) in Lot 11 – Macro Economy, Statistics, Public Finance Management. The objective of the multiple Framework Contract (FWC), will last for 2 years, is to provide short-term operational services, mainly on the spot for the exclusive benefit of third world countries all across the globe receiving European Union/Commission external aid. FWC is the EC's tool for procuring technical assistance services are designed to effectively respond to the needs of Countries of EU cooperation. PMCG has extensive experience in providing technical assistance services in the areas covered by this contract. Having fundamental expertise in public finance management an economic policy, PMCG offers clients various services, including the following: Strengthening of Financial Management, Accounting, Budgeting, Macro Economic and Fiscal Forecasting, Internal Audit, Financial Oversight and Supervision, Performance and Program Budgeting, Economic Policy Analysis, Tax and Customs Policy, Macroeconomic Modeling, and Procurement Policy.
PMC Research Center presented the preliminary results of ongoing research :"Analysis of the medium-term fiscal policy sustainability in Georgia"

On Thursday, February 6, at the hotel "Sheraton Metechi Palace", a presentation and public discussion of ongoing research "Analysis of the medium-term fiscal policy sustainability in Georgia" was held. The project is prepared by PMC Research Center and is implemented in the framework of the East-West Management Institute's (EWMI) Policy, Advocacy, and Civil Society Development in Georgia (G-PAC) Program, funded by United States Agency for International Development (USAID). The goal of the public discussion was to review the fiscal results of 2013 and to identify risks, which affect on fiscal sustainability of Georgia. In particular, the indicators of economic growth rate of 2013, the execution of consolidated budget of 2013, planned and projected parameters of 2014-15 budget, as well as current and potential challenges of the fiscal sustainability of Georgia were discussed during the presentation. "In 2013, economic growth slowed down due to objective as well as subjective factors. In comparison with the planned budget of 2013, the expenses of the consolidate budget reduced more than the revenues of consolidated budget. This on its turn caused reduction of expected budget deficit. The shortage of 539 million GEL in consolidated budget revenues was due to decrease of VAT revenues. The reduction of budget expenses is due to the reduction of the expenses on infrastructure, social benefits and consumption of goods and services. In 2014, indicators of budget deficit and public debt deteriorated in nominal as well as in relative terms, but medium term parameters do not exceed margins of the fiscal sustainability indicators" - announced Mr. Besik Namchavadze, who is the economist at PMC Research Center. The representatives of relevant Governmental sectors, NGOs, International Organizations , media,  diplomatic Corps and academics attended the discussion.

PMCG begins improving communication systems of PR Department of the Chancellery of the Government of Georgia (GoG)

As part of the USAID Good Governance in Georgia (G3) Program,  PMCG with PR and Marketing communications agency - Gepra and web-developing company Fenom has been tasked with improving transparency, accountability and institutional efficiency at all levels of government thereby providing better services to citizens, as well as improving communication channels between GoG institutions, stakeholders, civil society and citizens of Georgia. The main objective of the project is to strengthen the cross-governmental communication systems of thePR/Communications Department of the Chancellery of GoG and create opportunities for citizen engagement through government policies and planned reforms.Initially, the project team will conduct an assessment and analysis of the current operations of the PR Department. The assessment will include recommendations for enhancement of its institutional operation systems as well for the creation of efficient communication mechanisms for both internal and external communication. Based on these recommendations, PMCG's PR team will deliver professional development training on communication strategies for the department staff. The training workshop also aims to develop a new PR/Communication strategy. Taking into account the requirements of the new PR/Communication platform (strategy), PMCG's IT team will develop an official web-site of the Government of Georgia - government.gov.ge -created in accordance with international best practices. The development of the web-site intends to ensure its consistency with the stated objectives of effective communication with citizens and stakeholders. In addition, the project team will develop procedural manuals for effective management of the newly revised web-page. To ensure efficiency and sustainability of the project, training sessions will be delivered for technical and content managers. One of the significant outputs of this project is the staging of a 3-day workshop for up to 30 participants from the chancellery and other GoG institutions from PR departments. The workshop's objective will be to develop a framework for a new PR/Communications Platform that will focus mainly on improvements to internal and external communication mechanisms, including electronic media across the government entities.
PMCG welcomes Zaza Broladze to the position of Deputy CEO

PMCG is pleased to announce the return of Mr. Zaza Broladze to the company, where has been appointed to the position of Deputy CEO and Partner. Mr. Broladze is a senior executive with more than 15 years of managerial experience and service at high level positions in the government and private sector institutions. Mr. Broladze was director of Public Sector Consulting at PMCG from 2008 to 2012, and was managing company projects and activities, internal strategic planning and fundraising. In December 2012, he left the position to join the government of Georgia serving as Deputy Minister of Defense, in charge of the economic and financial activities of one of the largest state organizations in Georgia. Prior to joining PMCG in 2008, he had assumed various high level managerial and professional positions, including a period as chairman of the Department of Statistics of Georgia (2005-2006) and as a monetary economist at the International Monetary Fund (2007 – 2008). Mr. Broladze is a certified PMP from the Project Management Institute (USA), holds an MS in Policy Economics from the University of Illinois (USA), an MS in Macroeconomics from Tbilisi State University (Georgia) and is a Candidate of Science (ADB) in Macroeconomics at the Institute of Economic and Social Problems Research of Georgia. We are delighted to welcome him back and are confident that his appointment will prove successful for both Mr. Broladze and PMCG.

PMCG completes Quality Review of MCA-Moldova Monitoring Data project

PMCG has successfully finalized the second project “Quality Review of the Monitoring of MCA-Moldova Monitoring Data” funded by the Millennium Challenge Account – Moldova (MCA-Moldova). The project was implemented in July-December 2013 by Georgian and local monitoring and evaluation experts. The purpose of the Quality Review of the Monitoring Data (QRMD) at the base review level was to verify the consistency and quality of data among the program implementing agencies and other reporting institutions. The data review includes administrative data: data collected and reported by government entities, construction companies and consulting firms contracted by MCA-Moldova. The objectives of the Quality Review of the Monitoring Data were to assess the extent to which the MCA-Moldova Monitoring Data met the standards defined in the MCC M&E Policy in the areas of validity, reliability, timeliness, precision and integrity. The PMCG team was to assess data of the two components of the MCA-Moldova Compact - Road Rehabilitation Project (RRP) and Transition to High Value-added Agriculture (THVA) project. The final report was presented by Team Leader Mr. Mamuka Shatirishvili. PMCG consultants presented the technical approach and methodology, as well as key findings, recommendations and suggested action plans from each of the data quality rounds were introduced to key stakeholders, including MCA-Moldova, MCC, consultants/facilitators, other data collectors, and other stakeholders. After the presentation, the data quality review team held a discussion and answered questions about the project’s findings.
PMCG awarded second IQS

The consortium led by Policy and Management Consulting Group (PMCG) has been granted an Indefinite Quantity Contract (IQS) under the USAID Human and Institutional Capacity Development (HICD) PLUS program. The purpose of the USAID Human and Institutional Capacity Development (HICD) PLUS project is to complement the implementation of USAID/Georgia’s assistance efforts in democracy and governance, economic growth, energy and environment, and the health and education sectors through the development of individual skills and institutional capacity of selected public entities, civil society organizations (CSOs), and other private organizations that play a strategic role in the implementation of the Government of Georgia’s (GOG) reform program and the mission’s development objectives. The other consortium members are: Integrated Management Group (IMG) Consulting Group GePRA Management Academy Association of Young Economists of Georgia (AYEG) PMCG already holds the first Indefinite Quantity Subcontracts (IQS) and was awarded two contracts under this procurement. IQS is an umbrella contract intended for the provision of technical assistance services related to assessing and improving the capacity and performance of Georgian institutions. PMCG has successfully conducted a performance assessment of Georgian State ElectroSystem (GSE) and is currently finalizing the development of a performance solutions package for GSE. Cooperating with regional and international partners, PMCG supports government efforts to strengthen and build institutional capacity among public sector and civil society. These efforts are implemented through various techniques including human and institutional capacity development, performance assessment and management, capacity development, public relations and communication, change management, strategic management, and human resource management.
