PMCG Brings Innovation to Georgian Roads with Rejuvaseal

On May 10 -11, PMCG staged the presentation of Rejuvaseal - an innovative technology for road maintenance in Georgia. As part of the presentation, 720 m2 of the road near Tbilisi was processed with Rejuvaseal. PMCG, together with the Ministry of Regional Development and Infrastructure of Georgia (MRDI) and the Roads Department of Georgia, will observe the processed part of the road for a year to assess the compatibility of the technology with various local factors such as climate and road permeability. With a focus on continuous development, PMCG put forward the initiative and organized a meeting between its American partner company NIDCO International – the producer of Rejuvaseal - and Mr. David Narmania, the former Minister of MRDI. This technology was created in the United States and was initially used for airport runway maintenance. Since the 2000s, Rejuvaseal has been applied to civic purposes, for the maintenance of highways and roads, parking places and other infrastructural facilities. Rejuvaseal is a unique technology that increases the asphalt life expectancy by up to 50-60% and its ease of use and fast acting qualities mean that traffic can run as normal within 4-5 hours.
We Support Newly Created Local Self Governments!

In the framework of the USAID-funded project – Good Governance in Georgia (G3) - PMCG will develop a manual on the division of municipal property and liabilities, and conduct training courses for 7 newly created local governments (LGs). The project is being carried out within the territorial reform, which is one of the components of local self-government reform. This aims to mentor members of the interim working groups on the division of property and liabilities among the newly created LGs and to develop a manual on municipal property and liabilities management. In order to bring all possible stakeholders together and to discuss the draft rule on property and liability division proposed by Ministry of Regional Development and Infrastructure of Georgia (MRDI), the first meeting was held on May 6 between PMCG consultants and the representatives of G3, National Agency of Public Registry, National Agency of State Property, Legal Department of the Ministry of Economy and Sustainable Development of Georgia and the MRDI. “Effective management of the municipal property and liability is a challenging issue for the local self governments especially in the process of territorial reforms initiated by MRDI. Therefore, our experienced consultants will actively assist the representatives of the municipalities to efficiently segregate property and liabilities expeditiously”, explains Project Manager, EkaGhvinjilia.
PMCG Introduces International Standards to Construction Permits Process in Afghanistan

  The International Finance Corporation (IFC), a member of the World Bank Group, contracted PMCG to implement a Construction Permits (CP) reform project in Afghanistan. As part for the reform process, our experienced consultants in the construction field in cooperation with the Government of Afghanistan (Central and Municipal) will streamline the CP and pre approvals process. We will also create a transparent and simplified regulatory framework, realizing public good health, safety policy objectives and reducing the complexity of the CP process. In addition, PMCG will build the capacity of the CP civil servants to ensure the reform’s successful implementation.  The first introductory meeting between the PMCG team and Afghan officials was held on April 23, where Temur Bolotashvili, Construction Policy Sector Manager at PMCG discussed the main challenges of the construction regulatory framework before the reform. Also covered were the main concept and philosophy of reforms the reform phases and results, as well as the legal and institutional system of CP issuance in Georgia. In the framework of the meeting, our team gathered information and data essential to develop existing process maps. Later, discussions about challenges existing in the CP field in Afghanistan were held. On April 25, PMCG also organized a meeting at Tbilisi City Hall between Afghan officials and representatives of LEPL Tbilisi Architect. Our partners had an opportunity to get acquainted with how the CP process operates in Georgia and how the ‘one stop shop’ principle works in reality.
PMCG Continues to Assist National Agency of State Property Staff

Our team has implemented the Economic Prosperity Initiative (EPI), a USAID-funded project, and assisted the National Agency of State Property (NASP) to analyze and streamline the legal and procedural challenges hindering State Owned Enterprises (SOE) with procedures linked to mergers, bankruptcy and liquidation. Our consultants provided NASP with an outline of the current bankruptcy and liquidation procedures; policy framework and advice for streamlining SOE merger, liquidation and bankruptcy processes as well as the recommendation on determining non-operational SOEs’ disposal. As a result of the cooperation and consultation, very quickly the procedures linked with the bankrupting of unprofitable SOEs was drastically simplified thereby decreasing the number of SOEs. After the effective outcome of the project, NASP decided to move forward and now PMCG will coach the staff of the Agency to assist them to better manage the process of SOE mergers, liquidations and bankruptcies. PMCG’s consultants will conduct on-the-job trainings and weekly meetings with the staff to discuss, analyze and recommend ways in which concrete challenges can be solved. At the end of the project, PMCG experts will develop the report of recommendations for NASP staff to consider when solving similar cases in the future.
PMCG to conduct Pilot Regulatory Impact Assessment (RIA) on Tax Payment Simplification Reform

  PMCG will produce an ex-ante RIA on Tax Payment Simplification Reform proposed by the Ministry of Finance of Georgia. The project aims to support data and evidence-driven policy development in Georgia and is implemented within the framework of the Georgia Economic Prosperity Initiative and funded by USAID. The purpose of the reform is to simplify the tax payment procedure as well as the reporting and registration system of paid and declared amounts. The regulation proposes to abolish existing treasury codes and enable tax payment on the basis of one tax receipt. It also plans to change the system of accounting tax liabilities and paid taxes. The purpose of RIA is to improve understanding of the real impacts of government intervention, including both the quantifiable and qualitative benefits and the costs of action, as well as to enhance government accountability, consultation and transparency. RIA is a useful tool for governments to identify potential outcomes through an assessment of costs and benefits of the proposed regulation. RIA also facilitates communication between policy-makers and relevant stakeholders, while improving the awareness and participation of the general public in the regulatory process. The project will also contribute to building the capacity of MoF personnel to design and implement policy reforms through consultative processes with the private sector and improve their technical skills to conduct comprehensive analysis of costs and benefits of policy reforms.
PMCG organizes Georgia Investment Forum for ADB Countries

The Asian Development Bank (ADB) has contracted PMCG to support the Ministry of Economy and Sustainable Development (MOESD) of Georgia in staging the Georgia Investment Forum in Tbilisi, in September 2014. The Forum is very important for the Georgian economy, as it creates a platform upon which private sector representatives can meet potential partners from foreign countries, especially in the framework of business-to-business meetings and to present to them business opportunities in Georgia. The forum will also present the Government of Georgia’s initiatives and reforms which support the improved business enabling environment in the country. PMCG is organizing the whole event, including drafting the concept and branding of the Forum as well as inviting guests, of which there will be around 300, including high ranking government officials, private sector representatives and speakers from ADB member countries around the world.
PMCG Assists Mongolian Government in Arbitration Reform

  PMCG has started a project in Mongolia to assist the government in its arbitration reform process. As part of the process, PMCG participated in the International Conference on Commercial Arbitration and Public-Private Dialogue for Arbitration Reform in Mongolia, organized by the USAID funded Mongolia Business Plus Initiative (BPI) Program.   The conference presented Georgia’s experience in the field of private arbitration and the process of successful reforms.PMCG consultant, Mr. Aleksandre Tsuladze also participated in the working group discussions, meetings with high ranking government officials and private sector stakeholders, to provide more technical and follow-up discussions to increase both awareness and commitment to arbitration reform among key stakeholders.   The initiative is implemented by Chemonics, a long-time partner of PMCG. The project aims to support the Government of Mongolia to establish a business-enabling environment conducive to diversified economic growth and creating improved economic opportunities for people in Mongolia.   PMCG will provide consultants for follow-up support and assistance in this process.  
PMCG Honored to Host Senior Expert from Germany

To be constantly evolving is one of the main priorities for PMCG on its way to success. Therefore, we are delighted to welcome Mr. Burkhard Schwinde from German Senior Experten Service (SES) to assist PMCG to enhance cooperation with German development organizations such as KFW, GIZ, DEG in the Caucasus region with potential to eventually cover Eastern European and Central Asian countries. Mr. Schwinde will also assist PMCG to build partnerships with German consulting companies and identify an optimal strategy to access infrastructure development funds. Mr. Schwinde has worked for more than 30 years for KFW Bankengruppe (German Development Bank). In this position, he managed physical and financial implementation of social and economic infrastructure projects in most regions of the world. His professional expertise covers economics, accounting, costing, tariff arrangements, project promotion and financing, and profitability analysis. Before joining the KFW Bankengruppe, he worked as a consultant for the implementation of socio-economic feasibility studies. The non-profit organization SES was established in 1983 and today its 10,000 members provide expert knowledge and strengthen local skills across various sectors and industries to boost economic sustainability and social development across the globe. According to Dr. Martin Wansleben, from the German Association of Chambers of Industry and Commerce (DIHK), “SES has been a highly valued collaborator for the German Chamber of Industry and Commerce Abroad (AHK). All over the world, AHK members and other local firms benefit from the specialist knowledge of SES Experts”.
PMCG is visiting Albania to share knowledge and experience

Policy and Management Consulting Group is visiting Albania to share its valued knowledge and experience on economic reforms and business enabling environments. Meetings were held with the relevant government representatives, including the Minister of Economic Development, Trade and Entrepreneurship, Mr. Arben Ahmetaj, the World Bank Country Manager, Ms. Tahseen Sayed, other international financial institutions, business associations, NGOs and members of academia. The visit also included an open lecture at the University of Tirana. The visit was organized by the Albanian Institute of Public Policy and Governance(IPPM), which contributes to enhancing public awareness of the challenges of good governance through the development and promotion of alternatives for a higher quality of governance in the public and private sector. Albania is undergoing economic, structural and administrative reforms to foster its economic growth and enhance the business enabling environment in the country. PMCG representatives shared their knowledge on key reforms implemented in similar environments including in the Balkans, the Caucasus and Central Asia.
Analysis of the State Procurement Policy of Georgia"- Presentation of ongoing research

On Thursday, March 13th a presentation and public discussion of PMC Research Center's ongoing project "Analysis of the State Procurement Policy of Georgia" was held at the hotel "Sheraton Metechi Palace". The project has been prepared by PMC Research Center with the support of the USAID funded program G-PAC. The main objective of the presentation and public discussion was to analyze the policy and system of the State Procurement of Georgia to identify strengths and weaknesses of the system and, subsequently, develop recommendations. The research is based on analyses of legal framework and best practices of the public procurement system, as well as on inteviews with procuring and supplying individuals. "This study shows that to improve the transparency, competitiveness and fairness of the system, it is necessary to limit simplified procedures of direct contracts with companies, by passing the electronic procurement system. Moreover, it is recommended to standardize the most commonly purchased products and to improve skills and knowledge to prepare a technical description of the demand for purchasing goods and services. This will make a significantly positive influence on the quality of purchased goods and services" - announced Mr. Besik Namchavadze, senior analyst at PMC Research Center.
