PMCG Supports Government of Georgia to Enhance Legal Drafting Skills

On September 26-28, Policy and Management Consulting Group (PMCG) conducted trainings on Regulatory Impact Assessment (RIA) for representatives of the Parliament of Georgia, legal departments of each ministry of the Government of Georgia (GoG) and for the Government’s administration itself.The course lasted three days and was carried out under the USAID, Good Governance in Georgia (G3) Program - Strengthen GoG Institutional Operations on Legal Drafting Skills and Cross Governmental Coordination.The objective of the module was to streamline the legislative process through improved coordination and awareness of policy and to improve the quality of legislation through development of technical legislative drafting skills.Participants were introduced to information about RIA, types of RIA, factors that should be considered during RIA and how it is used in developed countries.In addition to the theoretical component, the training included simulations that gave participants an opportunity to use their newly gained knowledge and analyze various aspects of developing regulations, in order to significantly increase their quality.
Enhancing Municipal Budgeting and Procurement System

Policy and Management Consulting Group (PMCG) continues to support local government reform in Georgia and strengthens the capacity of 14 newly created municipalities, under the USAID Good Governance in Georgia (G3) Program.Following a Human Resources Management (HRM) course, on September 26-27 PMCG conducted trainings on municipal budgeting and the State procurement system, attended by the employees of newly self-governing cities.The course is focused on enhancing municipal staff capacity and skills by introducing to them the legal basis of public funds management and expenditure, principles of procurement planning, procedural aspects of state procurement implementation and an overview of entire business processes, timeline and responsibilities of different units involved in the budgeting process according to the Budget Code of Georgia.The municipal budgeting course covered the following topics: Municipal budgeting process: Budget Code, budget calendar, system, cycle; Classification of municipal budget; Development of priority document, definition of priorities and stakeholders engagement; Budget revenues: Forecasting income from property tax and other fees; Transfers-equalization formula; Budget expenditure: Preparation of budgetary request; Program budgeting principles and rules, program budgeting forms; Budget execution and reporting The State procurement course was focused on: Rationale, objective and scope of the law on “State Procurement”; Procurement planning; Terms of use of Unified Electronic System of State procurement; Overview of the electronic means of state procurement (e-tender, simplified tender); Peculiarities of procurement objects (goods procurement, service procurement, procurement of construction works) in the purchasing process; Non-electronic means of procurement; Taxation system requirements; Monitoring and control of procurements; Procurement reports; Appeal and dispute resolution. In addition to the detailed training sessions, PMCG consultants conducted special practical case studies and developed a State procurement and budgeting manual. These courses will be conducted four times within the space of a month.
Supporting the Parliament of Georgia to Implement Sustainable Institutional Reforms

PMC Research Center (PMC RC), an independent non-governmental think tank, under the auspices of Policy and Management Consulting Group (PMCG) will assist the Parliament of Georgia to implement sustainable institutional reforms, by facilitating the development of a comprehensive Institutional Reform Plan (IRP), program-based budgeting and introducing effective donor coordination mechanisms.Through the newly enforced constitutional system, the project managed by United Nations Development Programme (UNDP) aims to support the Parliament, as a credible institution with an essential, greater role in national policy-making and European integration.To meet the challenges faced and ensure the effectiveness of the Parliament as an institution, the PMC RC team will support the institution by conducting the following activities: Developing a comprehensive Institutional Reform Plan (IRP) for the mid-term period in a participatory and inclusive manner, focused on building strong linkages with the Parliament’s day-to-day activities; Assisting the Parliament in designing a program-based budget – develop a manual, train the Parliament’s Financial Department and relevant stakeholders and conduct on-the-job consultancy for the Financial Department; Introducing effective donor coordination mechanisms and conducting a donor coordination event.  
PMCG Enhances the Tax System of Georgia

Policy and Management Consulting Group (PMCG) has issued a number of final recommendations focused on simplification of the tax code of Georgia, under the USAID Economic Prosperity Initiative Program (EPI) to enhance the business environment of Georgia and to increase the effectiveness of tax administration.During the last year and a half, PMCG’s consultants, using their sound experience of working in this field together with the Ministry of Finance and its State Revenue Service, have been intensively working on streamlining tax legislation, which is crucial for the country’s economic development.At the first stage, our team identified the most challenging issues in the tax and customs system of Georgia. Most of them were related to the tax regulations that created additional barriers for specific business sectors.On the next stage, PMCG’s consultants continued to analyze and discuss the following issues: • Consolidating tax reporting • Revision of the tax reporting rules for profit tax • Taxation of reorganization of the enterprise • Revision of tax penalties regime • Defining clear taxation criteria for loan and equity types of income • Introducing anti-avoidance rule • Practical issues on profit tax and income taxTaking into consideration the best international practices and the results of the consultations with the business sector, the various Tax Code amendments initiated were mostly related to value added tax, income tax and profit taxes.Our team has also elaborated special situational guidelines, in order to make these amendments easily applicable in practice.   Follow the links below for detailed information:Simplification of Tax Code Economic Prosperity Initiative 
HRM Tools for Officials of Newly-Created Municipalities

On 4-5 September, Policy and Management Consulting Group (PMCG) is conducting training courses about Human Resource Management (HRM) for senior officials from 14 newly-created local municipalities. The project “Training courses for senior civil servants in 14 newly-created municipalities” is being carried out under the USAID Georgia, Good Governance in Georgia (G3) Program. The training program aims to assist newly-created local municipalities to meet challenges by enhancing the skills and capacities of their officials. PMCG has already developed a training manual and issued relevant guidelines to introduce effective tools of HRM to representatives of municipalities.About 30 attendees will receive information about the Georgian law on public service and the modern trends in the field of recruiting, including: Guidelines and recommendations of how to build up relevant job description and vacancy announcement; How to conduct the process of applicants’ selection effectively; How to search for recommendations and; How to create an effective adaptation program. In addition to the theoretical sessions, PMCG trainers will introduce special practical exercises. In order to ensure the completeness of the achieved results, under the framework of this project a similar course about the State Procurement and Budgeting systems will be delivered to the representatives of 14 newly-created municipalities.
PMCG’s Public Sector Director Appointed as Head of Budget Office

Policy and Management Consulting Group (PMCG) congratulates Mr. George Jerenashvili, Public Sector Consulting Director at PMCG, upon his appointment to the position of head of the Parliament Budget Office of Georgia. PMCG Hosts Official Delegation from Tajikistan

 On 17-22 August, Policy and Management Consulting Group (PMCG) is hosting a delegation from Tajikistan, comprising representatives of the executive office of the President, Ministry of Agriculture, Ministry of Justice, National Land Committee, Gosregister (Public Registry), members of the Republic of Tajikistan and Tajikistan Land Reform and Farm Restructuring Project (LRFRP). The tour will provide participants with background information and on-the-ground demonstrations of land reform in Georgia, focused on introducing them to Georgia’s sound experience in agricultural land reform and its impact on the economic-social development of the country. During the first day of the visit our guests were given the opportunity to obtain general information about land reform in Georgia from representatives of the Association of Professionals on Land and Realty. The discussion emphasized the legislative aspects of the reform, including land ownership, land market, tenders, transactions and legislation regulating farmers’ activities. The guests were also introduced to the history of land reform in the country, covering the planning, execution and implementation process, as well as strategy development issues. Later, the management of Community Development – Farmers’ Servicing Center in Georgia discussed the benefits of the reform and the challenges that farmers faced regarding the existing system. PMCG Shares Successful Experience in Implementing Policy and Institutional Reforms

On August 4-7, Central Eurasia Leadership Alliance (CELA) hosted the first ever Global Network Summit in Tbilisi. Policy and Management Consulting Group (PMCG), represented by General Director Aleksi Aleksishvili was honored to participate in the Summit and share his and their successful experience in implementing policy and institutional reforms. Today, on August 7, in the framework of this significant event, Mr. Aleksishvili delivered a presentation and discussed PMCG’s sound experience based on Georgia’s successful reforms. He emphasized the importance of streamlining various components especially socio-economic, fiscal, tax and customs and administration. It is noteworthy that this experience was shared with a number of transitional countries such as Albania, Kosovo, Kyrgyzstan, Tajikistan and Moldova.“The fact that Georgia is hosting an international summit with its emphatic content and variety of guests has great importance. We are always open to share our positive experience and I’d like to thank CELA for this opportunity”, said Mr. Aleksishvili. Strengthening Wine Producing Industry in Georgia

Policy and Management Consulting Group (PMCG) continues to support enterprises in transition countries to strengthen their positions on international markets.As an example, PMCG business development consultants recently finished working on an efficient business plan and a results-oriented financial model on construction and operation of a vineyard, wine and brandy factory for Bodbe LTD and its foreign investors. We supplied the company with a detailed description of the best examples of wine and brandy production processes, conducted deep analysis of the global, and regional and Georgian wine markets and provided Bodbe with information about the newest international trends. To thoroughly prepare our partner for negotiations with foreign investors, PMCG also supplied the company management with information about the advantages and exclusivity of the history and traditions of wine production in Georgia. PMCG Hosted Newly Elected Mayors and Gamgebelis

On Monday, July 28th, the Policy and Management Consulting Group (PMCG) hosted an information meeting for newly elected Mayors and Gamgebelis.USAID Georgia mission Director Stephen Haykin, as well as newly elected Tbilisi Mayor David Narmania, First Deputy Minister of Regional Development and Infrastructure Tengiz Shergelashvili and PMCG’s Chief Executive Officer Aleksi Aleksishvili, opened the event. Eight newly elected Mayors (including: Kutaisi, Batumi, Zugdidi, and Rustavi) and 13 Gamgebelis participated in the meeting.The Mayors and Gamgebelis discussed opportunities to raise the productivity of their work and important aspects of the recently adopted Local Self-Governance Code.“Local Self-Governance Code gives us new authorities and responsibilities towards our citizens. Therefore, it is important that the newly elected Mayors and Gamgebelis know exactly what new legislation imposes, in order to lead activities more effectively. I appreciate USAID Georgi’s support in this direction. This organization assists us during this reform and I believe that this support will continue in the future also, as the reform has just began and will take several years before the full implementation”, said elected Mayor of Tbilisi, David Narmania. “The purpose of the meeting is to analyze major principles, directions, opportunities and challenges of the self-governance with the newly elected Mayors and Gamgebelis.
