Assisting Ministry of Finance to Improve Issuance of Public Rulings

Policy and Management Consulting Group (PMCG) will assist the Ministry of Finance to develop and introduce procedures for issuing public rulings and draft the first public ruling document under the USAID-funded Governing for Growth (G4G) project.As part of the assignment, PMCG will review, update and prepare recommendations on the draft ministerial decree on public rulings issuing procedures. Recommendations will cover technical and legal aspects of the draft decree.The PMCG team will develop a first public ruling on taxation of agricultural activity. More specifically, this will cover the profit tax exemption which applies to parts of profits gained from agricultural activity which are reinvested into agriculture within three years of the end of the relevant fiscal year. Organizational Development Advisor George Jerenashvili Joins PMCG Team

Policy and Management Consulting Group (PMCG) is pleased to announce that George Jerenashvili has joined our team as an Organizational Development Advisor for the USAID-funded project “Good Governance Initiative (GGI)” in Georgia. Mr. Jerenashvili will support the Government of Georgia (GoG) to strengthen policy development, law-making processes and institutional oversight of the Government.Mr. Jerenashvili previously worked as a Public Sector Consulting Director at PMCG, where he was coordinating public sector consulting projects within the company. He was also managing various donor-funded policy advising, business enabling environment, capacity building and institutional development projects. Recently, as a Head of the Parliament Budget Office of Georgia, he has successfully implemented structural reform of the institution. Prior to that, he also worked as a Head of the Audit Department at State Audit Office of Georgia and as a Financial Specialist at the United States Embassy in Georgia. Given PMCG’s experience of working with Mr. Jerenashvili, we are sure that he make a valuable contribution to the success of the project. PMCG to Assist Government of Georgia to Enhance Transparency, Accountability and Effectiveness

Policy and Management Consulting Group (PMCG) together with Tetra Tech will assist the Government of Georgia (GoG) to enhance overall transparency, accountability and effectiveness, under the USAID-funded project “Good Governance Initiative (GGI)” in Georgia. The project focuses on strengthening the development of key governance reforms to establish and enhance critical systems, processes and practices.The PMCG team will provide efficient and effective assistance to the GoG and relevant public institutions to improve internal systems and processes for: long-term strategic planning and performance management; strengthening local and national-level public financial management systems; covering performance-based budgeting; strengthening the capacity of key parliamentary committees to provide oversight of line ministries’ and state agencies’ performance and spending; and improving systems, tools and capacity of the central government to monitor the performance of local governments.The project will support the improvement of administrative and financial management of public institutions at all levels, strengthening policy development and law-making processes and institutional oversight of government. PMCG’s General Director Aleksi Aleksishvili Joins IMF Regional Advisory Board

PMCG is pleased to announce that its General Director, Aleksi Aleksishvili, has been selected to be a member of the Caucasus and Central Asia Advisory Group (CCAG) of the International Monetary Fund’s (IMF) Middle East and Central Asia Department (MCD). The regional board is focused on economic, political-economy, geopolitical and political issues, and carries significant importance for CCA countries. Also, the board works to increase the Fund’s effectiveness and impact in the regions it serves, by raising awareness about challenges and trends, and influencing macroeconomic and financial sector development in the region. Aleksishvili has 15 years of sound experience of working on public finance issues and economic development policy as a high-level government official and government adviser in transitional countries. He has supported several countries such as Georgia, Albania, Mongolia, Kosovo, Mozambique, Afghanistan and Kyrgyzstan helping to enhance their business enabling environments by providing valuable assistance and delivering specialized experience from a transitional country. As Minister of Finance of Georgia (2005-2007), he has successfully designed and implemented a series of reforms that contributed to significant improvements in public finance, tax and customs policy and administration, as well as economic deregulation and liberalization. As a result, Georgia achieved higher than a 10% GDP growth rate on average from 2005 to 2007), the country’s FDI increased from USD 250 million (2004) to USD 2.1 billion (2007) and Georgia was ranked the world’s top reformer country for 2005-10, by the World Bank “Doing Business” survey. “It is an honor and pleasure to be a part of CCAG at IMF and to have an opportunity to share our experience. Also, it gives us a huge chance to get a closer view of the region and its economy,” said Aleksishvili. As well as Aleksishvili, the board consists of eight professionals from Armenia, Kazakhstan, France, Georgia, Switzerland, USA, Tajikistan and the Kyrgyz Republic all of whom have extensive experience of working on economic issues.
PMCG Participates in Annual Consortium Meeting in Brussels

On February 20, Policy and Management Consulting Group (PMCG) participated in the Aide à la Décision Economique’s (ADE) Annual Consortium Meeting.The meeting was held in Brussels and brought together members of the consortium under Framework Contract (FWC) Lot 11, focusing on macro economy, statistics and public finance management. The event involved discourse about the results achieved during 2014 and to discuss strategy and opportunities for 2015. The meeting also highlighted the top five companies by activity and it was an honor for PMCG alongside such respectable international organizations as ATC, GOPA, REPIM and PARTICIP in this prestigious category."PMCG is determined to provide quick and efficient mobilization of expertise on local and regional level for FWCs and ensure high quality management of the projects to be implemented", explained Nino Samvelidze, EU Programs Manager at PMCG. As a European Commission (EC) tool for procuring technical assistance services, to effectively respond to the needs of countries of EU cooperation, FWC is focused on providing short-term services for third world countries across the globe that receive EC external aid.
Sharing Experience of Visegrad Countries’ EU Economic Integration and Georgia’s Institutional Reforms for Albania and Kosovo

As part of its ongoing support to Albania and Kosovo to develop business enabling environments and economic growth, on February 5, Aleksi Aleksishvili, General Director at Policy and Management Consulting Group (PMCG) together with Arben Malaj, former Minister of Finance of Albania, conducted a workshop in Tirana. Aleksishvili presented the steps Georgia has implemented in the process of reforming tax, customs and trade policy to experts, high-level practitioners and officials from Slovakia, Czech Republic, Hungary, Kosovo and Albania. Participants discussed the challenges that Georgia has faced and the opportunities created by the reforms.The event served as the key event of the project “Sharing experience of Visegrad countries’ EU economic integration for Albania and Kosovo.” The project is being implemented by PMCG in collaboration with the Institute of Public Policy and Good Governance (IPPM) and in partnership with forTED, EUROPEUM, Hungarian Europe Society, M.E.S.A10 and with the support of International Visegrad Fund. “Such collaboration is very interesting and this is a fruitful event for sharing the experience of countries from Eastern Europe, the Balkans, and the Caucasus. With different stages of development, the issue of integration to the EU and economic development and growth is crucially important for all of these states. We should learn from, and share with, each other to make this path smooth and successful,” explained Aleksishvili.

Georgia Named Leading Country in Public Administration by Estonian Centre of Eastern Partnership

Policy and Management Consulting Group (PMCG) proudly announces that Georgia occupies top position in public administration reforms, according to the Estonian Centre of Eastern Partnership study “Public Administration in EU Eastern Partners: Comparative Report 2014.” The report was released in December 2014 and was focused on five major criteria: reliability and predictability; openness and transparency; accountability; efficiency and effectiveness; and consolidating indicator public institutions. According to the study covering the period of 2009-2014, Georgia has proved intensively and purposefully that it meets with European principles, stressing that the country has steadily improved since 2010 and the change of government in 2012 had no negative influence on continuous policy reform. Highlighting Georgia as one of the world’s top reformers of its business climate since 2007, the study identifies the Association Agreement with the European Union as a significant turning point of Georgia-EU relations, adding that the country needs to finally accomplish civil service reform to align itself closer to EU standards of efficiency and transparency, in the process of delivering public services.“Such achievements have crucial importance for the country’s future development. Improving Transparency in Georgia by Assisting Public Finance Management Reform

Policy and Management Consulting Group (PMCG) together with Louis Berger (France) will assist the Government of Georgia (GoG) by strengthening the country’s institutional and policy framework, under the EU-funded project “Support Public Finance Policy Reform (PFPR)” in Georgia. The project is focused on supporting the on-going reforms in PFM through policy advising and supporting institutional and human resource capacity building.A team of consultants will provide efficient and effective assistance to the GoG and respective public institutions to enhance policy-based budgeting, external assessment and accountability of the government, public internal financial control as well as external audit and public oversight over the executive by the Parliament. Citizens of the country will be the ultimate beneficiaries, as the final purpose of the project is to facilitate the transparency, accountability and effectiveness of public finance policy and management. Such a multi-faceted approach will raise public awareness with regards to the Government’s policy of budget expenditures and this wider public understanding in turn increases the accountability and need for transparency on the part of the Government.
