Discussing Structural Reforms and Business Environment in Georgia at World Bank Conference

On June 22, Aleksi Aleksishvili, Chairman of the Board at PMCG, delivered a presentation at the World Bank’s knowledge sharing event between Poland and Eastern neighborhood countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The Conference, jointly organized by the Ministry of Foreign Affairs of the Republic of Poland and the World Bank, in cooperation with the Ministry of Finance, and the Ministry of Economy and Sustainable Development of Georgia, brought together high-level policy-makers and government officials from the above listed countries. Having been behind numerous reforms successfully implemented in Georgia in public finance, tax and customs policy and administration, as reflected in the WB’s Doing Business Rankings, Aleksishvili went through the major steps the country had implemented to achieve such sharp improvements. Aleksishvili emphasized that the crucial components of the process of reforming included: liberal fiscal and trade regimes; improved budget policy and public services; structural reforms; fighting corruption; privatization; legal framework; and property rights. Having sound experience of supporting countries in transition to facilitate key public finance management reforms, Aleksishvili also discussed the main barriers faced when introducing reforms and the steps that should be implemented to strengthen the achieved results and to continue the process of development.
European Commission Assists Georgia in Implementation of Association Agreement

  A consortium led by IBF International Consulting (Belgium) and comprised of PMCG (Georgia), AESA (Belgium) and IRZ (Germany) has been appointed by European Commission (EC) to implement a project to assist the Government of Georgia (GoG) to deepen its integration with the European Union in line with the priorities set out in the Association Agreement (AA) and in the Association Agenda.The project aims to deliver policy advice, and capacity building support. The project team will support various institutions by providing high quality expertise, advice and training in order to allow them to perform their tasks in a more effective and sustainable way. In this regard, a wealth of policy advice and expertise will be made available for the governmental institutions responsible for implementation of the priorities set out in the AA and Association Agenda.The project will provide support to the GoG in the coordinating, monitoring and reporting of the implementation of the AA, including DCFTA and VLAP (Visa Liberalization Action Plan); the team will be actively involved in institutional reform and legal approximation processes as well as in the implementation of the EU-GE communication strategy.The project team will work in close cooperation with the Government Commission on EU Integration (GCEUI), the Office of the State Minister for European and Euro-Atlantic Integration (OSMEEAI), the Ministry of Economy and Sustainable Development (MoESD), the Ministry of Finance (MoF) and the Administration of the Government to provide essential recommendations and support to enable the Government to fully comprehend the EU approximation requirements and to effectively carry out the process.
Aleksi Aleksishvili Discussing about Successes and Challenges of Georgian Economic Reforms at the Regional Conference Supported by European Union and The World Bank Group

On June 4, Aleksi Aleksishvili, Chairman of the Board at PMCG, participated in the regional conference entitled “Budget Issues and Fiscal Policy in Caucasus and Central Asia”, organized by the Academy of the Ministry of Finance of Georgia and supported by the European Union (as part of its support to Public Finance Policy and Management reforms in Georgia), The World Bank and Louis Berger. As a former high-level government official and the author of a series of reforms in public finance, tax and customs policy and administration, Aleksishvili presented the challenges faced by the country and talked about the steps the Government took to deal with them. Highlighting the importance of a complex approach, he discussed the main components, such as: liberal fiscal and trade regimes; improved budget policy and public services; structural reforms; fighting corruption; privatization; legal framework; and property rights. Aleksishvili gave the guests examples of the reforms’ results reflected in the growth of GDP and FDI, as well as the enhanced business environment recognized by The World Bank Doing Business Rankings among other positive impacts. The conference started on June 3 and will run until June 5. The event has brought together representatives of governments from Central Asia, the Caucasus and Turkey, and international organizations. Possessing in-depth understanding of the region, speakers will discuss topical issues as: Public Finance Management reform in Georgia; monetary policy and response to external shock; successes and challenges of Georgian economic reforms; and macroeconomic developments in the region.
PMCG’s Practice Leader Discusses Challenges of EU Accession at International Conference in Kosovo

On May 15-16, PMCG’s Zaza Chelidze, Practice Leader in Statistics, Economy and Public Administration participated in the international conference “Activating the Sources of Economic Growth in Kosovo”. The event organized by local think-tank Riinvest Institute served as a platform for debate about the potential sources of economic growth in Kosovo.Chelidze participated in the panel together with the Minister of Economic Development, Minister of Trade and Industry of Kosovo, and the former Minister of Finance of Albania. PMC RC Awarded to Share Experience of Public-Private Dialogue in EU Integration Process for Moldova and Georgia

PMC Research Center was awarded a grant by the International Visegrad Fund to implement the project Sharing Experience of Public-Private Dialogue in EU Integration Process for Moldova and Georgia.The project aims to assist Georgian and Moldovan businesses and governments to gain a better understanding of the potential costs and benefits of the implementation of DCFTA and of the need for effective dialogue mechanisms in order to ensure the timely completion of the EU approximation process. PMCG Introduces Operation Plan for Georgia’s State Electro System

Policy and Management Consulting Group (PMCG) has successfully updated Georgia’s State Electro System’s operation plan for 2015-2017 with the support of the USAID Human and Institutional Capacity Development Program. It builds upon the progress that the company achieved during 2014 for which PMCG also prepared GSE’s operation plan as part of a performance solution package.PMCG’s consultants developed the 2013-2017 corporate strategic plan to establish the strategic direction for the company and create a foundational strategy that balances the company’s mid-term objectives, operational priorities, and financial discipline. PMCG Successfully Concludes EU-Albania/Kosovo Integration Project

Policy and Management Consulting Group (PMCG), in partnership with the Institute for Public Policies and Good Governance (IPPM), has successfully finished the project “Sharing Experience of Visegrad Countries’ EU Economic Integration and Georgia’s Institutional Reforms for Albania and Kosovo”.The project was aimed at enabling Visegrad countries to share their experiences and to play significant roles in the process of the economic integration of both Albania and Kosovo with the EU and transfer of Georgian know-how in successful structural reforms for Albanian and Kosovar stakeholders. The project also led to the production of a report which analyzes the state of play for Albania and Kosovo in their EU integration and assesses the challenges these countries are meeting in the process. Human Resource Management Trainings for State Registration Service of Kyrgyz Republic

On April 22, PMCG delivered training to high and middle level management personnel of the State Registration Service (SRS) of Kyrgyz Republic on Human Resource Management (HRM). The training session was attended by heads of the SRS departments, as well as specialists from the legal, HRM and other departments. PMCG introduced the methodology for the working process and work environment analysis, developing positions and job descriptions, performance appraisal system and other HRM-related issues. Assisting the World Bank Group to Assess Prospects of PFM Reforms in Georgia

Policy and Management Consulting Group (PMCG) will assist the World Bank Group to develop assessments of non-technical, political economy factors influencing achievements and prospects of PFM reforms in Georgia. The assessment will focus on institutional and political relations and also the role of development partners and other external advisers, as well as the role played by civil society. The World Bank is preparing a new operational engagement on Public Investment Management. The assessment will emphasize factors that currently constrain the efficient allocation and utilization of public investments, and opportunities for continued improvements. Presenting PMCG’s Growth and Strengths at Chemonics

On April 21, Lekso Aleksishvili, PMCG’s General Director held a presentation in Washington D.C. at Chemonics, outlining the company’s strengths and continuing growth, particularly in institutional development and capacity building. The meeting brought together representatives of international development organizations and served as a platform to discuss various aspects of their activities. Aleksishvili shared PMCG’s unique experience of addressing capacity building issues in transitional countries, discussed the importance of local knowledge versus international practice, covered the sequence of development and also talked about the ways of measuring success.Based on PMCG’s experience, Aleksishvili explained why certain development projects succeed or fail, detailing several important factors such as: political commitment; policy environment; readiness to change; and systematic versus individual approach.
