Policy and Management Group (PMCG) is delivering business-consulting diagnostic services to six business entities, operating in Tbilisi. The assistance is conducted as part of the Tbilisi Entrepreneurship Support Center project, which aims to identify and provide recommendations to the selected companies to overcome existing barriers obstructing their further growth and development. Supporting Ministry of Finance to Design Civic Participation Mechanisms

The Ministry of Finance decided is developing civic engagement mechanisms aiming to create a channel for citizens to be involved in the decision-making process of public budgeting. The main rationale behind this is that the participatory principle in public budgeting will encourage Georgian citizens to outline their priorities and allocate public recourses more efficiently. In addition, public budgeting will become more transparent and citizens’ trust in government will be increased.With this in mind, PMCG, under the USAID Good Governance Initiative program, has provided support to the Ministry of Finance in designing civic participation mechanisms.PMCG reviewed the Citizen’s Budget Guide developed by the Ministry of Finance of Georgia in previous years, studied international experiences and recommendations of international organizations regarding the Citizen’s Budget Guide, and drafted a revised structure to the Ministry. PMCG also reviewed the “Plan Your Budget” web module of the Ministry of Finance and gave recommendations for its modification based on international experience to the GGI. In addition, PMCG supported the Ministry of Finance to identify cultural and institutional barriers in the way of engaging citizens in the budget process. Supporting Armenia, EU Delegation and Development Partners in Establishing Policy Dialogue

The European Commission (EC) has awarded a framework contract to PMCG as part of the consortium led by ADE under the project – Support to Policy Dialogue, Coordination and Reforms in Neighbourhood Investment Facility (NIF) Related Sectors in Armenia.  As part of the EU’s mandate to promote good governance and transparent public finance management, the EU delegation is proposing to directly support the Armenian authorities in improving public investment and asset management in sectors of EU NIF funding such as transport, energy and water.The project team will support and advise the newly created Ministry of International Economic Integration and Reforms (MIEIR) of Armenia via: Developing guidelines, methodologies and mechanisms for performing cross-sectoral and specific project assessment and monitoring; Enhancing capacity of the MIEIR staff to adjust assessment methodologies according to current socioeconomic situation and needs, while ensuring transparency, effectiveness and efficiency; Establishing database (enhanced donor matrix) of ongoing and planned infrastructure projects, to avoid project duplication and inefficiencies; Proposing new mechanisms and improving existing ones for progressive institutionalization of the dialogue. Enhancing Human and Institutional Capacity of USAID’s Strategic Partners

A consortium led by Policy and Management Consulting Group (PMCG) has been granted an Indefinite Quantity Contract (IQS) under the USAID Human and Institutional Capacity Development (HICD) 2020 program.As consortium leader, PMCG in collaboration with Integrated Management Group, GEPRA, Management Academy, Association of Young Economists of Georgia, ISET Policy Institute and Adelante will support governmental, non-governmental and for-profit entities to achieve tangible improvements in the human and institutional capacity of USAID’s strategic partner organizations in Georgia.  PMCG has already handled the first Indefinite Quantity Subcontracts (IQS) and has successfully conducted performance improvement interventions at Georgian State Electrosystem (GSE) and National Agency of State Property, under the HICD PLUS program.Cooperating with regional and international partners, PMCG supports government efforts to strengthen and build institutional capacity among public sector and civil society. These efforts are implemented through various techniques including human and institutional capacity development, performance assessment and management, capacity development, public relations and communication, change management, strategic management, and human resource management.
PMCG Delivers Progress to Mongolia and Kosovo According to WB Doing Business Ranking

We are proud to announce that our efforts to deliver progress in transition countries continue to make an impressive impact, with Mongolia and Kosovo both recording significant improvements in the World Bank’s Doing Business 2016 ranking. Oriented toward improving the business environment, legal framework and institutional systems, based on the experience of designing and implementing successful reforms in Eastern Europe and Central Asia, PMCG has been providing technical assistance to these countries since 2011. A complex approach resulted in the elimination of most of the legal and regulatory burdens in the private sector and, for both countries, there has been a significant rise in almost every direction on which PMCG has worked. Comparing their ranking positions of 2012 with latest rankings, Mongolia and Kosovo progressed in the Starting a Business indicator from 97th to 36th and from 117th to 66th place respectively. They both achieved impressive results in Trading Across Borders, as Mongolia jumped from 159th to 74th place, while Kosovo rose from 131st to 71st. Advances were also made in the realm of Dealing with Construction Permits as Mongolia climbed from 119th to 25th while Kosovo stepped up from 171st to 136th. Having a transparent, predictable and simple business environment contributes massively to a country’s economic and social well-being. Hosting Belarus Delegation Experience in Introducing Effective Economic Reforms

On November 26-27, PMCG hosted an official delegation from Belarus in order to share details of Georgia’s successful reforms in tax administration, E-governance and public services. The representatives of the Ministry of Finance and the Ministry of Economy of Belarus had an opportunity to see the results of economic reforms first-hand. The guests were very impressed with what they saw during their visits to the Public Service Hall, Data Exchange Agency, Service Center of the Ministry of Internal Affairs, Customs Clearance Zone, Procurement Agency and Revenue Service. “I’m really fascinated by the results Georgia has achieved. Belarus has already begun to introduce similar systems and I think Georgia’s experience will help us to implement the reforms in an easier way,” said Roman Gupolovich, the Head of the Division of Customs Control Organization and Analysis at the State Customs Committee.The study tour was held within the project supported by the International Visegrad Fund. Developing Parliament’s Sector Economy and Economic Policy Committee Action Plan

PMCG, in consortium with Tetra Tech ARD, under the framework of the USAID Good Governance Initiative program, has developed the Sector Economy and Economic Policy Committee Action Plan for 2015-2016. The plan aims to support parliamentary committees to better perform their oversight function, improve their policy development and lawmaking capabilities.At the first stage, PMCG conducted an assessment of the legislative and supervisory work of the Committee and analyzed its communication mechanisms with the members of parliament (MPs), civil society, government and other stakeholders.To gain the full picture, PMCG gathered information through collecting data, desk research and individual interviews with the Committee heads, members and deputy heads of the Minister, Parliament’s Sector Economy and Economic Policy Committee staff and also with the representatives of NGOs and business associations. During the meetings, strengths and weaknesses of the Committee were analyzed, according to which challenges and recommendations of the Committee were identified.Based on findings and subsequent recommendations, the priorities of the Committee were identified. Consequently, the priorities were reflected in the 2015-2016 Action Plan of Parliament’s Sector Economy and Economic Policy Committee that will contribute to enhancing policy development and the lawmaking process. PMCG Partakes in Baghdad Workshop Advising Iraqi Government on Developing and Stabilizing Economy

On November 22-23, PMCG participated in an international workshop hosted by the Government of Iraq and organized by USAID in collaboration with the QED Group to discuss ways in which Iraq’s economy can become more stable and to design an action plan for further development.The event gathered together international development organizations, such as USAID, World Bank, UN Development Program, IFC, World Trade Organization, World Customs Organization and the EU Customs Commission, as well as the U.S. Treasury Department, the U.S. Embassy in Iraq and private sector companies. H.E. Prime Minister of Iraq, Dr. Haider al-Abaddi, together with his economic adviser Dr. Khaddim and U.S. Embassy Deputy Chief of Mission Mr. Jonathan Cohen opened the workshop, highlighting the importance of the event and outlining the weaknesses and challenges of the existing system. PMCG’s Chairman and CEO, Aleksi Aleksishvili, having sound experience in designing and implementing economic and fiscal reforms in transitional countries, showcased some of the best models for Iraq to enhance its business enabling environment and domestic resource mobilization. Aleksishvili illustrated specific examples of how other countries managed to streamline tax and customs systems and enhance their economies overall, stressing that a complex approach plays the most important role in the process. “Despite the existing difficult political environment and institutional weaknesses, the Government of Iraq can definitely find ways of improving tax collection and domestic revenue mobilization, in line with improving the business enabling environment and ensuring better public service supply. PMCG is committed and will contribute to this process with high level policy advisory services, as well as with deep and detailed technical consultancy,” explained Aleksishvili. The workshop served as an initial step towards developing Iraq’s economy. As a result of the discussion, stakeholders agreed on the crucial areas requiring technical assistance and designed an action plan for the further steps to enhance Iraq’s economy.

Accelerating Sustainable Progress in the Middle Income Countries

Ukraine, Moldova, Georgia, Serbia, and Bosnia and Herzegovina are all countries in which PMCG will support a series of governance and economic reform initiatives to create open societies and economies. Since the early 1990s, these countries have endeavored to develop stronger economies and democratic institutions, and achieve poverty reduction and sustainable growth. In general, their efforts have been successful, however some challenges still remain. Under the framework of The Good Governance Fund – the program financed by UK Department for International Development (DFID), PMCG will support these countries to improve the business climate, anti-corruption measures, transparency and public financial management. This will modernize key sectors such as energy and banking reform justice systems, and strengthen independent media to encourage balanced and accurate news, thereby raising awareness and supporting reform.The project is implemented by a consortium led by PricewaterhouseCoopers LLP UK (PwC) in partnership with Lucid Linx (BiH), Expert Group (Moldova) and The European Policy Centre (CEP) (Serbia)). As a result of the program the countries involved will obtain: Improved investment climate, including reduced red tape, financial sector reform and tax system reforms Established effective anti-corruption institutions and initiatives More transparent public finances with reduced fiduciary risk, more effective oversight and scrutiny bodies, including audit institutions Increased public confidence in the justice sector Improved access to credit for small and medium-sized enterprises and increased transparency of state-owned enterprises More effective, independent media and better public understanding of the need for reforms via strategic communications
