Study to Identify Challenges for SMEs Seeking Access to Finance

PMC Research recently launched a new project entitled “Leveraging SME Finance through Value Chains in Georgia”, designed to study the challenges facing SMEs with a particular focus on access to finance in Georgia.On June 21, Goga Khishtovani, Director at PMC Research, presented the research outline as part of the inception workshop in Beijing. The event, as well as the project, was supported by the Asian Development Bank Institute (ADBI), the Asian Development Bank (ADB) and the CAREC Institute (CI).The research will be oriented toward analyzing several key aspects, especially the cultural, procedural, institutional and regulatory incentives and disincentives facing SMEs seeking to access finance and the reasons behind such access being blocked or rejected.The paper will also study the financial knowledge of managers of SMEs in Georgia, and assess the status of domestic and global value chains in Georgia, opportunities for SMEs to link with both domestic and global value chains and the potential impact of being able to access finance.Ultimately, policy recommendations regarding the promotion of greater financial access for SMEs and trade finance in Georgia, with a focus on agri-business, will be elaborated.The paper will be included in the ADBI’s and the CI’s working papers and will be published as a separate chapter in a book jointly published by the ADBI, the ADB and the CI.Please kindly follow the link below for detailed information about the project:Leveraging SME Finance through Value Chains in Georgia  
Discussing Opportunities and Challenges of the EU-Georgia DCFTA at Georgian Farmers Congress

On June 15, PMC Research participated in the Georgian Farmers Congress, an event designed to support dialogue between farmers and state bodies, a crucial aspect in the development of Georgia’s agricultural sector. Giorgi Khishtovani, Director at PMC Research, presented the main findings and recommendations regarding value chain analyses (VCAs) in the agricultural sector with respect to the DCFTA between Georgia and the European Union. PMC Research has already conducted value chain analyses on broccoli, raspberries and tangerines together with regional civil society organizations and in collaboration with People in Need, as part of the EU project “Regional Civil Society Organizations Supporting Free Trade with Europe.” “A lack of modern approaches in the process of cultivation, scarce information regarding the potential of DCFTA, and a lack of processing facilities are the key challenges identified in the framework of the studies,” declared Khishtovani. As part of the recommendations, Khishtovani emphasized that “promoting the formation of cooperative institutions, strengthening courses regarding cultivation, storage, and processing in the regional educational institutions, and raising awareness of and introducing modern technologies and approaches can positively contribute to the development of the agricultural sector.” Farmers of agricultural cooperatives from the regions of Georgia, civil society organizations and experts in agricultural sciences participated in the event. Welcoming Our New Public Policy Sector Director

We are delighted to welcome David Lezhava to our team, as our new Public Policy Sector Director. Mr. Lezhava brings with him 20 years of sound experience in the fields of public finance and economic development, regional development, social policy and energy policy. Prior to joining PMCG’s management, he worked as a National Project Manager on UNPD’s project “Support to Rural Development in Georgia” where he ensured effective implementation of the project.In addition, during his time as Deputy Minister of Finance of Georgia, he handled international relations, fiscal forecasting and analytical work, and public debt management process. Mr. Lezhava enriched his expertise in coordinating relations between international organizations and the Georgian government, while working as Advisor to the Executive Director at the International Monetary Fund, in Washington D.C. where he represented the interests of Georgian authorities, facilitated IMF program implementation in Georgia, and reviewed IMF policy documents.As a Chief Economist, Head of Research Division, and Member of the Monetary Policy Committee at the National Bank of Georgia, Mr. Lezhava led the creation of economic models for macroeconomic forecasts and played key role in monetary and foreign exchange (FX) policy decision making.We are confident that Mr. Lezhava will excel in his new role which will entail managing PMCG’s public policy project portfolio, fundraising and collaboration with partners, clients and international development organizations, as well as development and implementation of the company’s strategy.
Value Chain Analysis of Broccoli, Tangerines and Raspberries in Georgia and their EU Market Potential

At the beginning of June, PMC Research hosted three public discussions and presentations in Marneuli, Mtskheta and Misaktsieli about the value chain analyses of three agricultural products, namely broccoli, tangerines and raspberries. The studies into these products sought to analyze the whole value chain of each product and identify their export potential, if any, on the EU market. In addition, they were also focused on examining their realization strategies. The papers emphasized that currently it would be more beneficial for producers to focus on the domestic market and develop a strategy oriented toward overcoming competition from imports before pursuing the export of such goods and only then to work on exporting the goods. The analyses of the current situation also revealed that there are a number of challenges regarding these products such as low productivity, unstable market, low consumer awareness about the products and their health benefits, and lack of experience, equipment, processing facilities, high-quality seeds, as well as examples to follow for safe food production. Farmers, civil society organizations, representatives of governmental institutions and experts in agricultural sciences all participated in the discussions. The research was conducted by PMC Research together with selected local civil society organizations and in collaboration with People in Need, as part of the EU project – “Regional Civil Society Organizations Supporting Free Trade with Europe.” Please kindly follow the link below for detailed information about the project:Regional Civil Society Organizations as Vectors of Rural Economic Development
Discussing Georgia’s Sectoral Integration with the EU at 15th Batumi International Conference

On June 15, PMCG’s CEO and Chairman Aleksi Aleksishvili participated in the 15th Batumi International Conference “Georgia’s European Way.”Giorgi Margvelashvili, President of Georgia, Mikheil Janelidze, Vice Prime Minister and Minister of Foreign Affairs of Georgia, Irakli Kobakhidze, Chairman of the Parliament of Georgia, Christian Danielsson, Director General for European Neighborhood Policy and Enlargement Negotiations at the European Commission, and Zurab Pataradze, Chairman of the Government of the Autonomous Republic of Adjara, opened the conference. The event was dedicated to the European Union and its neighborhood, including relations between EU and Eastern Partnership countries, the EU’s security architecture and its expansion policy. Attention was also paid to economic issues such as implementation of the Deep and Comprehensive Free Trade Area Agreement (DCFTA), the transport and trade corridor, sectoral collaboration, energy projects, and business development. Mr. Aleksishvili moderated a panel dedicated to “Sectoral Integration with the EU.” Ketevan Natriashvili, First Deputy Minister of Education and Science of Georgia, Nodar Kereselidze, First Deputy Minister of Environmental Protection and Agriculture of Georgia, Maria Cristina Russo, Director for International Cooperation, DG for Research and Innovation, European Commission, and Ambassador Janos Herman, Head of the EU Delegation to Georgia, all participated in the discussion. Enhancing the sectoral dimension of institutional cooperation, development of sectoral policies in accordance with EU practices, participation in EU community programs and specialized agencies like Erasmus+, Creative Europe, Horizon 2020, and ENPARD as important tools to promote the compatibility of institutions and to share the best European practices, were the main highlights of the discussion, together with potential future prospects in science, education, innovation and new technologies.
Hosting Networking Lunch with UK Trade Mission to Georgia

On June 4, we hosted a networking lunch with the UK’s trade mission to Georgia.The meeting served as an excellent opportunity for public and private institutions from Georgia and the UK to meet, establish connections and discuss possible collaboration. The trade mission to Georgia was led by Mark Pritchard MP, the UK’s Trade and Investment Envoy to Georgia and Armenia, and was focused on financial, professional, and urban modernization. Various representatives of the UK’s business community were invited by the British Embassy in Tbilisi with the aim of introducing them to the local environment and potential opportunities. The delegates also had an opportunity to meet with senior officials of the Government of Georgia, including from the Ministry of Economy and Sustainable Development of Georgia, the Ministry of Regional Development and Infrastructure of Georgia, and Tbilisi City Hall. In addition, representatives of local business associations and multilateral development banks, as well as investors, took part in a highly valuable event.
Discussing Role of Digitalization and Economic Reforms in Good Governance in Central Asian Countries at OSCE Regional Ministerial Conference

On May 30, PMCG’s Chairman and CEO, Aleksi Aleksishvili, delivered a presentation to the OSCE Regional Ministerial Conference – “Good Governance and Economic Connectivity – best practices within the OSCE Region” - in Ashgabat, Turkmenistan.Aleksishvili discussed ways to advance good governance through digitalization and economic reforms, and shared the best practices of Georgia, as part of the panel entitled “Digitalization of economies as an impetus to connectivity”. In the second part of the presentation, Aleksishvili focused on challenges and recommendations regarding regional cooperation and economic connectivity.The two-day conference, which was organized by the OSCE and the Government of Turkmenistan, brought together high-level officials and decision-makers from five Central Asian countries and Afghanistan and 21 OSCE Participating States and Partners for Co-operation. In addition, representatives of international organizations, academia, the private sector and non-governmental organizations were also involved. A set of recommendations were developed during the conference to address a number of important topics addressed including trade facilitation, improvement of regional transit, modernization and digitalization of the economy.
Introducing Environmentally Friendly Communal Infrastructure in Mtskheta-Mtianeti Region

We are working with the United Water Supply Company of Georgia (UWSCG) to introduce environmentally friendly communal infrastructure in the Mtskheta-Mtianeti region of Georgia. PMCG, as part of a consortium led by P2M Berlin, is collaborating with the UWSCG to improve communal service provision for the region’s population in an environmentally friendly, energy-efficient, and sustainable manner. More specifically, we are undertaking feasibility studies into communal infrastructure to improve both the environment and tourism prospects for the region with a focus on the following areas: elaborating basic data on the existing physical communal infrastructure as well as designing parameters for a future system (drinking water supply, sanitation infrastructure, and other communal infrastructure such as storm water management as required); analyzing the legal framework for the water supply and sanitation; developing an economic concept on how to finance the necessary investment; and conducting an Environmental and Social Impact Assessment (ESIA) to identify potentially negative and positive environmental and social impacts of the project.By the end of the collaboration, it is expected that Mtskheta-Mtianeti region will have rehabilitated its communal infrastructure and will also have enhanced its environmental protection and water resource conservation. The collaboration is being carried out under a KfW project, which is aimed at improving the health of the local population as well as their socio-economic conditions, while it also seeks to reduce poverty in the selected region. Supporting Central Asian Countries to Enhance Tourism Sector

We are collaborating with five Central Asian countries to develop their respective tourism industries, a forward step that will ultimately contribute to their economic development and growth.This cooperation is part of USAID’s Competitive Trade and Jobs (CTJ) Activity in Central Asia project. PMCG, as part of a consortium led by DAI, has been working with the selected countries, assessing the tourism sector in each of them, and assisting to develop a regional tourism development action plan. Tourism is listed as the third priority sector alongside horticulture and transport and logistics under this project, which covers Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Numerous meetings and discussions have been held with representatives of national governments, companies operating in the tourism sector and tourism associations and the donor community, from the five countries.Following productive collaboration, the project team has developed five strategic development objectives for each country, aimed at enhancing national tourism industries and boosting cooperation between the countries. Activity plans were also proposed in the pursuit of each of these development objectives.
