Project Description:

PMCG, as part of the consortium led by Tetra Tech ARD, under the framework of the USAID-funded Good Governance Initiative (GGI), is providing support to the Civil Service Bureau of Georgia to develop job evaluation methodology.

The Government of Georgia identified the need for a comprehensive reform of Georgia’s civil service and elaborated a new Law on Civil Service which was adopted on 27 October 2015. The new law will introduce a number of changes to the spheres of organizational structure, administration and management, including a new ranking system for civil servants.

As part of its commitments under the civil service reform, the Civil Service Bureau (CSB) has developed a job description form, which includes special sections for responsibilities and qualification requirements. Each ministry has developed or updated their job descriptions based on this form. In addition, by the end of 2016 each ministry will complete a questionnaire which was developed to assess the existing job positions, serving as an essential tool to identify the relevant values of positions.

The objective of the project is to support the CSB in developing job evaluation methodology to be linked with the ranking system in civil service necessary for drafting the secondary legislation (decree of the Government of Georgia “On the titles of positions of professional civil servants, arrangement of positions by ranks and hierarchical list of positions within ranks”; and Decree of the Government of Georgia “On defining special requirements for each professional civil servant’s rank”) prior to the enactment of the new Law on Civil Service.

Consultants from PMCG are delivering the following activities:

• Thoroughly review and analyze the current state of affairs in the public sector of Georgia (job descriptions, staff list, etc.) as well as new Law of Georgia on the Civil Service (adopted by the parliament of Georgia on October 27, 2015)
• Through close engagement with the CSB, elaborate a detailed methodology and work plan for the given task including timelines and outputs
• Develop a set of criteria and guidelines for the job evaluation methodology
• Conduct a job evaluation to determine the comparative value of jobs in the civil service of Georgia
• Based on the completed job evaluation, as reviewed and approved by the CSB, develop a uniform list of job positions in the civil service of Georgia, including titles and hierarchy of positions
• Develop recommendations and mechanisms to arrange positions by ranks and modifying titles of existing positions based on the qualification requirements, responsibilities, and complexity of tasks specified in the job descriptions
• Design a ranking system based on the general principles formulated in the new Law on Civil Service: number of ranks and arrangement of civil servants’ positions by ranks based on the factors of the competency (functions) of each position
• Based on the factors of the competency specified in the new law, develop special requirements for ranks (and/or job positions) which are measurable and clearly demonstrate the differences between the levels of hierarchy
• Develop a list of positions aligned with the specific ranks based on their hierarchy
• Support CSB in development and finalization of two separate decrees of the Government of Georgia: “On the titles of positions of professional civil servants, arrangement of positions by ranks and hierarchical list of positions within ranks” and “On defining special requirements for each professional civil servants’ rank”

Background information:

USAID has awarded Tetra Tech ARD with a 5-year contract under the Office of Democracy and Governance, whose purpose is to support the Government of Georgia in strengthening overall transparency, accountability and effectiveness of selected governance and service delivery systems. GGI’s work targets the legislative and executive branches at both the central and local government levels. To ensure greater government accountability, GGI works with government and civil society representatives to enhance public participation and disseminate public information about key reforms. This activity addresses the Governing Justly and Democratically Objective of U.S. Government Foreign Assistance, and especially the promotion of well-governed states and civil society areas.

The objectives of GGI are to improve administrative and financial management of public institutions at all levels, to increase civic engagement and improved access to independent, reliable and balanced information relevant to Georgia’s good governance, to strengthen policy development and lawmaking processes and to strengthen institutional oversight of government.
