Project Description

The main objective of the project is to support the Ministry of Regional Development and Infrastructure of Georgia (MRDI) in enhancing water and wastewater management system decentralization in Georgia with a particular focus on Guria and Mtskheta-Mtianeti regions.

More specifically, in order to attain its goals, PMCG under the USAID-funded Good Governance Initiative (GGI), will undertake the following activities:

  • Conduct a series of meetings, discussions and in-depth interviews with relevant stakeholders as well as desk research;
  • Obtain detailed service maps and maps of networks, including descriptions of existing and planned water sources for each of the pilot areas;
  • Collect descriptions of existing, ongoing and planned investment in water delivery and wastewater management for each of the pilot areas;
  • Collect data for local investments in plant and equipment, including historical data, current data and future investment plans for each of the pilot areas;
  • Develop organizational charts;
  • Determine the degree of cooperation and joint activities between entities within both proposed pilot areas now or in the recent past;
  • Determine if any formal assistance is being provided by, or extended to, municipalities or other entities;
  • For each entity, develop a list of functions that are provided inhouse and functions provided outside the “proposed” unified company in each pilot area; and
  • For each separate localized company, determine local revenue and expenses and determine whether any centrally provided services are allocated.
